Pakistan Initiates Landmark Competitive Electricity Market Reform


Islamabad: The Federal Minister for Power Division, Sardar Awais Ahmed Khan Leghari, has announced the declaration of the Competitive Market Operations Date (CMOD) by the National Electric Power Regulatory Authority (NEPRA) as a significant milestone in the reform of Pakistan’s power sector. This shift is aimed at transitioning from a single-buyer model to a competitive market-based framework, signaling the move from policy design to practical implementation.



According to Press Information Department, the Federal Minister highlighted that the new competitive electricity market will provide transparency, open access to the transmission network, and improved accountability across the electricity value chain. As part of this liberalization process, 800 MW of demand will transition to bilateral contracting through competitive auctions in the coming years.



The progress is a result of collaboration among the Ministry of Energy (Power Division), NEPRA, ISMO, CPPA-G, PPIB, DISCOs, and other stakeholders. The Federal Minister emphasized that this development underscores Pakistan’s commitment to enhancing governance, ensuring financial sustainability, and boosting investor confidence in the power sector. The Government plans to continue focusing on a reliable and efficient electricity market that supports innovation and facilitates clean energy for long-term economic growth.
