UNHCR Expresses Concern Over Pakistan’s Orders Affecting Afghan Refugees

Geneva, The United Nations High Commissioner for Refugees (UNHCR) has expressed significant concern over the recent orders by the Government of Pakistan for undocumented foreigners, particularly Afghan nationals, to leave the country. This announcement has had a profound impact on Afghan nationals, including those who are registered refugees or possess valid documents.

According to United Nations High Commissioner for Refugees, since the announcement on October 3, 2023, there has been an estimated 374,000 people returning to Afghanistan, largely in fear and haste. UNHCR has observed a marked increase in arrests, detentions, and deportations of Afghans in Pakistan. This mass exodus is exacerbating the ongoing humanitarian crisis in Afghanistan, especially as winter temperatures plummet, putting many returnees at risk, including vulnerable groups such as women and children.

During the past two weeks, UNHCR teams have visited various locations in Pakistan, including Khyber Pakhtunkhwa and Balochistan provinces, and interacted with Afghans who are leaving in fear of arrest and detention. Despite the exemption of registered Afghan refugees from the Government’s orders, the atmosphere of panic has been fueled by reports of intimidation and evictions.

UNHCR has been advocating for voluntary, safe, and dignified returns to Afghanistan, irrespective of the legal status of individuals in Pakistan. The agency has called for a screening mechanism to identify those in need of international protection and has offered support to Pakistan to establish such a system. The agency also welcomes the statements from Pakistani authorities to take legal action against those involved in the mistreatment of Afghans forced to move because of the government’s orders.

UNHCR is seeking further dialogue to address the challenges while respecting the rights of all Afghans in Pakistan. Meanwhile, at the border points in Afghanistan, UNHCR staff and humanitarian partners are providing emergency assistance to the influx of returning Afghans, many of whom report harassment and extortion.
