Sindh PPP Policy Board Approves Key Infrastructure, Education, and Transport Projects Across Province


KARACHI: Sindh Chief Minister Syed Murad Ali Shah, leading the 52nd meeting of the Public-Private Partnership (PPP) Policy Board, has approved significant infrastructure, education, transport, and industrial development projects intended to boost the socio-economic growth of Sindh through public-private partnerships. The meeting, held at CM House, saw the attendance of several provincial ministers and key officials.



According to Chief Minister Sindh, four projects from Sindh’s PPP Unit gained international recognition at the United Nations Economic Commission for Europe (UNECE) International PPP Forum in Barcelona, Spain. Out of 139 submissions from 21 countries, only 69 projects were selected for inclusion in the UNECE PPP Forum Compendium, with all four projects from Sindh making the cut. The selected projects include the Teachers Training Institute, Shahrah-e-Bhutto Expressway, Education Management Organisations, and Carbon Emission Reduction through Forestation.



The PPP Policy Board also deliberated on the Sindh Institute of Teacher Education (SITE) project, aimed at strengthening teacher education in the province. Established through the Sindh Institute of Teacher Education Act, 2025, SITE is set to become an autonomous degree-awarding institution. The board approved a proposal from M/s Durbeen for the establishment and operation of SITE and authorised the use of existing transaction advisors for due diligence and advisory services.



Additionally, the board reviewed the progress of the NED Science and Technology Park Project, developed in collaboration with Enertech Holding Company. The board discussed delays related to the grant of Special Technology Zone status and authorised continued engagement with federal authorities while exploring alternative project structuring options.



Key decisions were also made regarding the Karachi Port to Qayumabad Corridor Project, a major 16.5-kilometre elevated corridor. The project has completed its bidding process, and the board approved the successful bidder, authorising the signing of concession agreements and financing instruments.
