Geneva Calls for Accountability in Occupied Palestinian Territory and Israel

Geneva, A crucial report from the UN Human Rights Office, released today, underscores the urgent need for accountability and justice for serious violations committed by all parties in Gaza, the West Bank including East Jerusalem, and Israel, spanning the year until October 31, 2023. The UN High Commissioner for Human Rights, Volker Türk, emphasized the necessity of breaking the longstanding cycle of impunity to pave the way for peace between Palestinians and Israelis. The report details a wide array of violations, including unlawful killings, torture, and forced displacement, highlighting the critical need for thorough investigations to ascertain the extent of international law crimes.

According to Office of the High Commissioner for Human Rights, the report paints a grim picture of the consequences of over five decades of occupation and the 16-year blockade of Gaza. It documents violations by both Palestinian armed groups and Israeli forces, pointing out the indiscriminate attacks and extensive civilian suffering resulting from the conflict. The High Commissioner called for immediate cessation of international law violations, urging all parties to cooperate with international accountability mechanisms, including the International Criminal Court.

The report specifically condemns the actions of Al Qassam, the armed wing of Hamas, and other Palestinian groups for violations on October 7 and 8, including attacks against civilians and hostage-taking, which may constitute war crimes. It also highlights the excessive military response by Israel, which has led to widespread civilian casualties, massive displacements, and a dire humanitarian crisis in Gaza. The blockade and siege of Gaza are criticized as collective punishment, potentially amounting to war crimes.

The document underscores the severe impact of the conflict on women and children and the destruction of essential civilian infrastructure, including hospitals, by Israeli strikes. The report calls for accountability for Israeli practices in the West Bank, noting a significant rise in unlawful killings and mass arrests since October 7. The UN Human Rights Office insists on the importance of justice for victims and adherence to international humanitarian and human rights law by all parties involved.
