Islamabad: Federal Minister for Law & Justice Senator Azam Nazeer Tarar has emphasized the necessity of transparency, institutional independence, and effective accountability in the public procurement process. He stated that ongoing reforms in public procurement aim to enhance transparency and efficiency within the government purchasing system. These comments were made during a Cabinet Committee for Disposal of Legislative Cases (CCLC) meeting held on Tuesday.
According to Press Information Department, the meeting took place at the Cabinet Division and addressed significant legislative and regulatory issues across various sectors. Detailed discussions focused on amendments to the Public Procurement Regulatory Authority (PPRA) Ordinance, 2002, and the proposed Public Procurement Rules, 2025. Senator Tarar highlighted the need for a clear legal framework, robust accountability mechanisms, and an independent grievance redressal process to avoid conflicts of interest in public procurement.
Senator Tarar underscored the importance of enhancing transparency and oversight within the procurement system to build institutional confidence and improve government procurement efficiency. The committee reviewed proposals to establish independent grievance redressal, strengthen third-party review and oversight mechanisms, and promote institutional independence in public procurement.
The meeting also considered amendments to the National Tariff Commission Act, 2015, and the Safeguard Measures Ordinance, 2002. Additionally, discussions were held on revising rules for appointing the Director General of the National Agri-Trade and Food Safety Authority, with emphasis on merit and transparency.
Draft regulations for alternative medicines and health products were reviewed, proposing a comprehensive licensing regime and renewal mechanism. Amendments to the Bio-Study Rules, 2017, were also discussed, aiming to streamline clinical research processes and align them with international standards.
Senator Tarar reiterated that the overarching goal of these reforms is to create a transparent and effective system that meets modern requirements, urging authorities to maintain clarity, merit, and accountability throughout the legislative process.
