Islamabad: The Special Committee on Gender Mainstreaming convened at the Constitution Room in Parliament House, Islamabad, under the leadership of Dr. Nafisa Shah, MNA, to discuss the significant increase in poverty levels across the country. The meeting highlighted a 7 percent rise in the poverty line from 2018-19 to 2024-25, eliciting serious concern from committee members over the socio-economic implications.
According to National Assembly of Pakistan, the meeting featured comprehensive briefings on poverty measurement methodologies, focusing on gender-disaggregated data for inclusive policymaking. The Planning Commission’s evolution of poverty estimation, the Cost of Basic Needs methodology, and the poverty estimation framework for 2024-25 were discussed. A detailed analysis of poverty trends, rates, and statistics at national and provincial levels was also provided.
The committee expressed deep concern over the data, which suggested nearly half of the households live below the poverty line. Chairperson Dr. Shah called for explanations and actionable proposals from the Ministry to address the escalating poverty. Discussion also centered on population growth’s impact on service delivery and socio-economic vulnerabilities, as well as the need for coordinated institutional responses.
There was a consensus on the potential exacerbation of poverty due to international economic uncertainties and climate change. Members urged for proactive measures and climate-resilient policies to protect vulnerable populations. The necessity of a standardized poverty assessment framework was emphasized to ensure effective policy responses.
Briefings by the Ministry of Poverty Alleviation and the Pakistan Poverty Alleviation Fund (PPAF) highlighted efforts in women’s empowerment and economic self-reliance. Questions were raised about the effectiveness of PPAF’s initiatives, beneficiary impact, and fund allocation. A follow-up briefing by PPAF was scheduled, along with a field visit to assess program implementation.
The committee deferred further discussions on Pakistan Bait-ul-Mal and established a sub-committee, led by Ms. Shaista Pervaiz, to review concerns and conduct visits to PPAF offices. The meeting was attended by various senators, MNAs, and officials from relevant ministries.
