KARACHI: The Government of Pakistan (GoP) has initiated a comprehensive plan targeting the repatriation of Afghan nationals, including Proof of Registration (PoR) holders, Afghan Citizen Card (ACC) holders, and undocumented individuals. This move, part of the “Illegal Foreigners’ Repatriation Plan” announced by the Ministry of Interior on September 26, 2023, has sparked concerns from international agencies monitoring the situation.
According to Relief Web, UNHCR and IOM have been actively tracking the arrest, detention, and deportation activities concerning Afghan nationals across Pakistan. They have also been monitoring the flow of Afghans returning to Afghanistan through key border crossings such as Torkham and Chaman. The data collection aims to provide insights into the ongoing movements and the protection environment for these individuals.
The decision follows a series of directives by the GoP in 2025, which included orders for Afghan nationals to leave Islamabad Capital Territory and Rawalpindi. In April, the second phase of the plan specifically targeted ACC holders and undocumented Afghans, followed by a July directive for PoR cardholders to exit after their cards expired on June 30. The GoP set September 1 as the deadline for PoR holders to leave the country.
In response, the UN Refugee Agency expressed its concerns, urging the GoP to consider exemptions for Afghans with international protection needs and those facing particular vulnerabilities. The situation remains fluid as international bodies continue to advocate for the rights and safety of affected Afghan nationals.
