NHA Project Bidding Voided Due to Irregularities, Senate Panel Criticizes Ministry of Power


Islamabad: The Senate Standing Committee on Economic Affairs declared the bidding process for the NHA M-45 project null and void due to irregularities, while also expressing concern over the Ministry of Power’s failure to provide auction records for power plants. The decision was made during a meeting chaired by Senator Saifullah Abro, attended by several senators, and focused on reviewing key infrastructure projects.



According to Senate of Pakistan, the committee scrutinized the progress of the N-45 project, procurement issues related to coal-fired power initiatives, and the execution of previous recommendations. The N-45 project, divided into three sections, faced significant challenges, with the bidding process for the Kalatak-Chitral section deemed too costly at 224.24% above the engineer’s estimate. This led to a re-bidding process, now under negotiation with Korean authorities for potential joint ventures with Pakistani companies.



The committee highlighted various concerns, including the National Highway Authority’s failure to adhere to legal protocols in the bidding process and delays in the Chakdara-Timergara road section. It was noted that essential project components, such as consultant involvement and timely preparation of verification letters, were lacking. A sub-committee was formed to review all foreign-funded projects, emphasizing accountability for delays.



Additionally, updates on the Peshawar Northern Bypass project were discussed, with concerns about potential disruptions to natural waterways. The committee also examined the Jamshoro Coal-Fired Power Project, affected by funding challenges due to environmental policies by the Asian Development Bank. The committee demanded detailed records from the Power Division on the bidding process for coal suppliers and auction records for GENCO power plants, underscoring the need for transparency and financial prudence in national projects.
