Islamabad: A delegation from National Steel Complex Limited convened with Federal Minister for Commerce Jam Kamal Khan to address pressing issues concerning industrial competitiveness, tariff rationalization, and the operational hurdles faced by the steel and engineering sectors.
According to Press Information Department, during the meeting, the delegation outlined their concerns over the current duty structure affecting raw materials, intermediate goods, and items processed through Export Processing Zones (EPZs). They explained that industries face customs duties when importing raw materials and encounter further duties when processed products are reintroduced to the tariff area from EPZs, effectively resulting in double taxation.
The delegation proposed that duties should be limited to the value added within the EPZ rather than on the total value of finished products. They also identified challenges related to customs valuation, product classification, and value addition assessment, advocating for clear mechanisms to support genuine industrial activities and regulatory compliance.
Discussions clarified that the National Tariff Commission (NTC) serves primarily as an advisory body on tariff matters, tasked with analytical support and implementing trade protection measures. Other responsibilities, such as customs valuation and regulatory enforcement, fall under the purview of relevant authorities like the Federal Board of Revenue and Ministry of Industries.
The delegation also highlighted the impact of rising energy costs and changing economic conditions on long-term industrial projects. Minister Khan acknowledged these issues and reiterated the government’s commitment to supporting industrial development and export-oriented manufacturing.
Khan emphasized the importance of practical policymaking responsive to industrial realities and instructed relevant authorities to engage with stakeholders, including EPZA and customs officials, to explore strategies that encourage industrial growth while ensuring transparency and compliance.
The meeting further explored topics related to industrial readiness, machinery procurement, and the institutional support necessary for the successful implementation and expansion of industrial projects in Pakistan.
