HEC Approves New Policy for Dual, Double, and Joint Degree Programs


Islamabad: The Higher Education Commission (HEC) of Pakistan has approved a new policy that allows for Dual, Double, and Joint Degree Programs, aiming to enhance academic collaboration between Pakistani universities and recognized institutions both locally and internationally. The initiative is set to align Pakistani higher education with global standards by facilitating structured partnerships.



According to the Higher Education Commission of Pakistan, the policy is a response to the increasing globalization of higher education and the need for international academic partnerships. It establishes a regulatory framework for universities offering collaborative degree programs at both undergraduate and graduate levels. The policy specifies three types of degree programs: Dual Degree, Double Degree, and Joint Degree programs, each with distinct collaborative arrangements.



HEC stipulates that such programs require formal agreements between universities, adhering to the approved policy. This includes obtaining statutory approvals, executing a Memorandum of Understanding, credit mapping, defining admission and exit requirements, disclosing fee structures, ensuring student protection, and acquiring a No Objection Certificate from HEC before program commencement.



The initiative is expected to benefit students by providing international learning opportunities, credit mobility, joint supervision, and global academic exposure, thereby enhancing employability. Additionally, it aims to strengthen international partnerships for Pakistani universities, improve curriculum relevance, enhance quality assurance, and bolster the global recognition of Pakistani higher education.



HEC’s policy seeks to promote responsible internationalization of higher education, ensuring the safeguarding of academic standards, student interests, and institutional accountability.
