India’s Covert Influence Sparks Concerns Among Western Democracies


Ottawa: Canada has released the second volume of the Final PIFI Inquiry Report, identifying India as a significant actor in political interference and transnational repression, notably targeting Sikh activists and the pro-Khalistan movement within Canada.



According to a statement by Kashmir Media Service, the report focuses on the ability of Canadian federal departments to detect and counter foreign interference. It highlights India’s systematic and community-level operations aimed at suppressing dissent and manipulating political discourse abroad.



The report reveals that Indian intelligence and diplomatic networks have targeted Sikh activists and pro-Khalistan supporters in Canada, using covert influence campaigns to shape public narratives and intimidate community leaders. India’s actions are classified as a “moderate to high” threat to Canadian democracy, a level typically associated with authoritarian regimes.



India’s interference is described as multifaceted, involving political lobbying, media manipulation, economic coercion, and espionage. The Modi government has reportedly attempted to influence Canada’s electoral landscape, pressuring policymakers to align with its geopolitical goals and discrediting voices advocating for Sikh and Kashmiri self-determination.



The report also notes that India’s interference extends to the UK and the US, utilizing diaspora communities to promote pro-Modi narratives and pressure political actors. This strategy involves economic coercion, political lobbying, and threats of diplomatic retaliation, challenging democratic norms globally.



The report concludes that India’s activities pose a threat not only to Canada but to all democracies valuing political independence and civil liberties, urging a unified response to counter India’s rising influence.
