Islamabad: The Senate Functional Committee on Human Rights, led by Chairperson Senator Samina Mumtaz Zehri, convened at Parliament Lodges to address crucial issues regarding the appointment process for the National Commission on the Status of Women (NCSW) and the enforcement of human rights laws across Pakistan.
According to Senate of Pakistan, the session included key discussions on the scrutiny and appointment of the NCSW Chairperson, with the Secretary of the Ministry of Human Rights (MoHR) detailing the qualification requirements and the current selection process. Out of fifteen candidates, seven met the specified criteria, with the final selection pending consensus from the committee.
The meeting also focused on the pressing need to implement legislative amendments and improve the functioning of human rights mechanisms within the country. Senator Zehri called for significant reforms to ensure that capable individuals, rather than those on deputation, are recruited to uphold human rights standards.
Concerns were raised about the effectiveness of the NCSW, particularly in addressing complaints and taking proactive measures against human rights violations. The Chairperson stressed the importance of public awareness and accountability, noting the absence of substantial progress on issues like forced marriages and abduction.
In addition to discussing the alarming increase in abduction and rape cases, the committee examined the role of law enforcement in recording and responding to such incidents. The MoHR Secretary highlighted the use of the “Awaz” app, designed to streamline reporting and action on human rights violations through coordination with district police and relevant authorities.
Senator Zehri proposed a collaborative session with the Ministry of Interior and other key stakeholders to enhance checks and balances within human rights enforcement mechanisms. The meeting concluded with a commitment from the committee to support the Ministry of Human Rights in addressing the challenges and ensuring justice and protection for all citizens, especially vulnerable groups and minorities.
