According to a statement by Kashmir Media Service, the accused, Zaffar Hussain Butt alias Khursheed Alam and Ghulam Nabi alias Amir Khan, are residents of Liver, Srigufwara in Islamabad. They are wanted in a case registered at Kulgam Police Station.

The charges against them include Sections 13, 16, 18, and 20 of the Unlawful Activities (Prevention) Act (UAPA), Section 302 of the Indian Penal Code (IPC), and Section 7/27 of the Arms Act.

The Senior Superintendent of Police (SSP), NIA Jammu, has been instructed to widely publicize the notices, including in both local and national newspapers, and through public postings in their hometowns.
