Government Targets Illegal Cigarette Trade, Announces Strong Measures

Islamabad: The Minister of State for Finance and Revenue, Bilal Azhar Kayani, announced the government’s commitment to eradicating the illicit cigarette trade by bolstering law enforcement and regulatory frameworks. The initiative aims to address the loss of approximately Rs. 137 to 200 billion in revenue annually due to tax evasion and undocumented production, accounting for over 25% of the country’s cigarette production and consumption.

According to Press Information Department: Minister Kayani spoke at a review report launch organized by Oxford Economics, emphasizing the internal nature of the problem caused by local manufacturing and tax evasion. He mentioned the government’s 2025 interventions, including a Track and Trace System and crackdowns on illegal operations. These measures dismantled several criminal networks, though syndicates have adapted by moving operations to residential and agricultural areas.

Prime Minister Shehbaz Sharif is personally overseeing efforts to counter these evolving tactics. The government remains determined to protect public revenue against new smuggling routes and supply chain disruptions. Minister Kayani stressed the importance of maintaining the rule of law and supporting legitimate businesses to foster economic growth in Pakistan.
