Senator Tarar Chairs Meeting on Right of Way Provisions Under Pakistan Telecommunication Bill 2026


Islamabad: A meeting focused on reviewing the Right of Way provisions under the Pakistan Telecommunication (Re-organization) Amendment Bill 2026 was chaired by Federal Minister for Law & Justice Senator Azam Nazeer Tarar.



According to Press Information Department, the meeting was attended by Federal Minister for Information Technology and Telecommunication Shaza Fatima and senior officials from the Ministry of Law & Justice and the Ministry of Information Technology and Telecommunication. The agenda included a detailed review of the proposed amendments regarding Right of Way and the current legal framework. Discussions covered legal aspects related to the installation of telecommunication infrastructure and the use of Right of Way.



The meeting also addressed issues regarding the jurisdiction of federal, provincial, and local authorities over public, common-development, and private properties. A mechanism for obtaining written consent from property owners for installing telecommunication infrastructure on private property, along with consent, compensation, and other legal requirements related to the use of Right of Way, was deliberated upon.



Senator Tarar highlighted the necessity of balancing telecom infrastructure needs with private property rights, ensuring digital connectivity expansion while protecting citizens’ property rights. He stressed the importance of eliminating legal ambiguities concerning Right of Way and developing a clear and effective legal framework. The senator also emphasized a transparent and workable mechanism for Right of Way usage and the protection of property owners’ rights alongside telecommunication infrastructure expansion.



The meeting proposed incorporating new and emerging technologies into the legal framework through proper rules and regulations. Participants discussed delineating responsibilities for telecom companies and property owners, including aspects of protection, maintenance, and restoration of properties after installing telecommunication infrastructure.



The Federal Minister directed the Ministry of IT and Telecommunication to tackle potential legal and practical issues in the proposed legislation. It was resolved that the Ministry of IT and Telecommunication would finalize the proposed legislation and present it to the committee for further consideration.
