ISLAMABAD: The Senate Standing Committee on Water Resources, chaired by Senator Shahadat Awan, voiced significant concerns during a meeting at the Parliament House over the failure to provide details on encroachments along riversides and waterways in Punjab.
According to a statement by Senate of Pakistan, officials revealed that despite data from SUPARCO indicating encroachments in the Sargodha and Multan Irrigation Zones, no substantial removal has occurred since August 2024. The Federal Flood Commission (FFC) claimed all encroachments were cleared before that date but could not provide evidence. The Committee has directed the FFC and the Ministry of Water Resources (MoWR) to collaborate with provinces to ensure encroachments are removed within a month, with a full report expected at the next meeting. Senator Awan warned that failure to address the issue before the monsoon season would be deemed a criminal act, potentially leading to charges.
Discussions also focused on a bill concerning water management in Islamabad Capital Territory (ICT). The Committee criticized the Capital Development Authority (CDA) for lacking a flood management plan despite available resources. A comprehensive report on water management is expected from the ministry within two months.
The Committee inquired about the budget needed for implementing the Water Policy of 2018. The Ministry of Water Resources indicated a requirement of 324 billion for this purpose. Additionally, the Committee addressed the pressing issue of water depletion in Pakistan, with the Ministry pledging to develop a coordinated plan with provinces in line with Lahore High Court orders.
Lastly, the Committee discussed legislative measures for dam safety. The Secretary of MoWR committed to drafting a law within a month to ensure dam safety, following requirements set in a prior meeting.
The meeting was attended by Senators Faisal Saleem Rehman, Khalil Tahir, Mohammad Humayun Mohmand, and Secretary for Water Resources Syed Ali Murtaza, along with senior officials from relevant departments.
