Islamabad: The Power Division has unveiled significant reforms targeting the detection billing system to alleviate difficulties faced by electricity consumers and protect them from undue financial burdens. This initiative, spearheaded by Federal Minister for Power Division, Sardar Awais Ahmad Khan Leghari, is part of a broader reform agenda in the power sector, focusing on consumer relief and rights protection.
According to Press Information Department, historically, detection bills were issued in scenarios where meter malfunctions or technical faults prevented accurate recording of electricity consumption. These bills were based on estimated consumption, which often did not align with actual usage, leading to inflated charges and prolonged grievance processes for consumers. Concerns about transparency and irregularities were further exacerbated by the potential for human intervention within the system.
In response to these challenges, the Power Division has directed all distribution companies to digitize and automate the detection billing system. This approach aims to reduce human intervention and discretionary powers. Amendments to NEPRA’s Consumer Service Manual and other relevant measures are being incorporated to support this transition.
The revamped system will include monthly monitoring of detection billing and recovery processes to swiftly identify and address overbilling and abnormal trends. The Federal Minister emphasized that these reforms are designed to enhance transparency, protect consumer rights, and bolster public confidence in the power system.
