Pakistan Reaffirms Commitment to Mobilizing Private Capital Through PPPs and Privatization


ISLAMABAD: The Government of Pakistan reaffirmed its commitment to enhancing private sector participation in the nation’s economy through public-private partnerships (PPPs) and privatization. This strategic focus aims to drive economic growth and transformation, as highlighted during the National Strategic Dialogue on PPPs and Privatization and the launch of the Pakistan PPP Monitor in Islamabad.



According to Press Information Department, the event saw the participation of prominent figures such as Federal Minister for Finance and Revenue Senator Muhammad Aurangzeb and Adviser to the Prime Minister on Privatization Muhammad Ali, alongside representatives from the Asian Development Bank (ADB), financial institutions, and the private investment community. The Government expressed gratitude to the ADB for its ongoing support in fortifying Pakistan’s PPP framework and welcomed the Pakistan PPP Monitor as a crucial tool for increasing transparency and opportunities for investors.



Senator Muhammad Aurangzeb emphasized the Government’s dedication to fostering an environment conducive to private investment, stating that PPPs and privatization are vital for attracting investment and enhancing efficiency. Similarly, Adviser Muhammad Ali underscored the necessity of private sector involvement in meeting Pakistan’s infrastructure and development requirements, while ADB Vice President Yingming Yang reiterated support for Pakistan’s efforts to mobilize private capital and expertise.



The Pakistan PPP Monitor reported that the country has achieved financial closure on 154 PPP projects since the 1990s, representing investments nearing US$36 billion. The current federal PPP pipeline includes 38 projects valued at approximately US$6.5 billion, spanning sectors such as transportation, healthcare, and industrial infrastructure. Additionally, the Government is advancing a 27-transaction privatization program, involving entities like power distribution companies and major airports, to further integrate private sector expertise.



The strategic dialogue highlighted the importance of collaboration between federal and provincial PPP institutions to expand investment opportunities nationwide. The Government remains focused on transitioning opportunities into successful transactions, thereby bolstering private sector participation and sustaining investment-led economic growth.
