Pakistan Aims to Bolster Capital Markets with Focus on Corporate Debt


Islamabad: Federal Minister for Finance and Revenue, Senator Muhammad Aurangzeb, presided over a meeting of the Capital Market Development Council (CMDC) today, concentrating on reforms to fortify Pakistan’s capital markets. The meeting’s agenda emphasized developing the corporate debt market and enhancing the capital markets’ role in fueling economic growth.



According to Press Information Department, the Finance Minister stressed the importance of a robust capital market for sustainable economic development by providing corporations access to long-term financing. He highlighted the necessity for capital markets to balance and complement the banking sector in meeting economic financing needs. Developing a vibrant corporate bond market was identified as crucial for mobilizing domestic savings and supporting private sector investment.



The Finance Minister called for addressing bottlenecks across the capital market’s value chain, including regulatory procedures, market infrastructure, and liquidity. He underscored the need for reforms that enable companies to raise capital efficiently while offering investors transparency, liquidity, and confidence. The meeting also focused on improving awareness of regulatory reforms to facilitate corporate bond issuance and enhancing the secondary market’s liquidity and trading activity.



The Finance Minister highlighted the importance of learning from international practices in capital market development and directed relevant institutions to review best practices adaptable to Pakistan’s context. Discussions included tax framework reviews affecting market participants, with the Tax Policy Office initiating consultations to explore tax structure rationalization and incentives to promote market participation.



Representatives from key regulatory and market institutions, including the Pakistan Stock Exchange (PSX) and Securities and Exchange Commission of Pakistan (SECP), briefed the meeting on recent initiatives to facilitate corporate bond issuance and improve market functioning. Regulatory reforms implemented recently include simplified prospectus requirements, streamlined documentation procedures, and digitization to enhance efficiency.



Discussions also addressed structural challenges in the corporate bond market, such as approval delays and the need for improved coordination among market participants. Improving secondary market liquidity was a focal point, with participants noting that stronger participation by banks and brokerage houses could enhance market liquidity.



The CMDC aims to advance a reform framework to expand financial instruments, strengthen investor protection, and promote greater market participation. Specialized working groups comprising regulators, financial institutions, and industry stakeholders will be operationalized to focus on key reform areas, accelerating policy implementation and strengthening institutional coordination.



The Finance Minister reaffirmed the Government’s commitment to developing a deeper and more efficient capital market as a pillar for investment mobilization and economic growth. The meeting concluded with a call for continued collaboration among stakeholders to ensure timely implementation of reforms to unlock Pakistan’s capital market potential.
