Islamabad: The Honorable Minister for Federal Education and Professional Training addressed the 5th International Conference on Early Childhood Development, emphasizing the critical importance of investing in early childhood as a foundation for building human capital and ensuring Pakistan’s long-term prosperity.
According to Press Information Department, the Minister highlighted to an audience of development partners, policymakers, researchers, and practitioners that Early Childhood Development (ECD) is a strategic national investment. He noted that from birth to age eight, children’s cognitive abilities, emotional well-being, health, and lifelong learning outcomes are shaped, making these years essential for development.
The Minister pointed out the demographic challenges facing Pakistan, such as under-five mortality, stunting, learning poverty, and a high number of out-of-school children, which necessitate a coordinated response. He acknowledged progress since 2017, citing the National Early Childhood Development Policy Framework as a comprehensive roadmap developed through collaborative efforts.
Despite achievements, the Minister stressed the need for effective implementation of policy frameworks to ensure equitable access to quality early childhood services. He reaffirmed the Ministry’s commitment to strengthening Early Childhood Education by expanding pre-primary education access, improving classroom quality, enhancing teacher training, and aligning curricula with international standards.
The Minister called for a whole-of-government and whole-of-society approach, integrating efforts across multiple sectors to create an enabling environment for children. He highlighted human capital’s role in sustainable growth and advocated for strong fiscal management to support increased investment in education and early childhood development.
Looking forward, the Minister urged increased public investment in ECD, stronger coordination among ministries, and improved monitoring and accountability systems. He emphasized the role of parents and caregivers as children’s first teachers and the importance of empowering families with resources.
Concluding his address, the Minister called for translating dialogue into action to improve children’s lives in Pakistan, expressing hope that the conference would catalyze renewed commitment and bold investments in Early Childhood Development.
