Standing Committee Voices Concerns Over Internet Quality and Advances Digital Transformation Plans

Islamabad: The Standing Committee on Information Technology & Telecommunication convened for its 25th meeting to address persistent issues in internet service quality and discuss the country’s digital future. Chaired by Syed Amin ul Haq, the committee expressed dissatisfaction with the current state of internet services, highlighting connectivity problems even in major cities like Karachi and Islamabad. The meeting also covered the progress of the 5G rollout and the status of the Electronic Transactions Amendment Bill, 2026.

According to National Assembly of Pakistan, the committee was informed by the Chairman of the Pakistan Telecommunication Authority (PTA) about efforts to improve internet quality. Surveys revealed deficiencies in service, prompting show-cause notices to telecom operators, although recovery of penalties faced legal delays. The Chairman attributed prolonged power outages as a significant factor undermining service quality, particularly in rural areas. Progress in the 5G rollout was noted, with infrastructure upgrades underway, including the installation of around 2,300 5G-supporting telecom towers.

The meeting also covered legislative matters, notably the Electronic Transactions Amendment Bill, 2026. The Ministry of Law and Justice requested a deferral, citing ongoing consultations with the Pakistan Peoples Party to finalize amendments. The committee agreed to revisit the bill in its next session.

The Pakistan Digital Authority (PDA) presented its vision for the National Digital Master Plan, emphasizing digital transformation across society, economy, and governance. The plan aims to enhance public access to digital services and stimulate economic growth through technology, potentially boosting Pakistan’s GDP by USD 60-80 billion in five years. The PDA stressed the importance of a unified digital strategy across federal and provincial levels, aiming to strengthen the digital economy and governance.

The meeting was attended by several Members of the National Assembly and officials from the Ministry of Information Technology & Telecommunication and its associated departments.
