KARACHI: In a comprehensive policy meeting aimed at bolstering agriculture, food security, and rural development, the Sindh Cabinet, under the leadership of Chief Minister Syed Murad Ali Shah, approved the Sindh Farmers’ Agricultural Collectives Act, 2026, and initiated a crackdown on wheat hoarding. The cabinet also reviewed the National Wheat Policy 2026-2030, intending to modernize Pakistan’s wheat economy.
According to Chief Minister Sindh, the cabinet meeting, held at the CM House, resulted in several decisions targeting agricultural modernization, inclusive education, prison security, and infrastructure development. Among these, the Sindh Farmers’ Agricultural Collectives Act aims to empower small farmers by facilitating resource pooling and improving market access. The legislation introduces a governance structure and profit-sharing mechanisms to support collective farming and agribusiness, overseen by the proposed Sindh Agricultural Collectives Regulatory Authority.
The cabinet also addressed wheat shortages, with Sindh facing a projected deficit of 1.59 million tonnes in 2026-27. In response, a crackdown on wheat hoarding has been ordered to stabilize prices. Additionally, efforts to digitize the Food Department are underway to enhance transparency and improve wheat management across the province.
Further, the meeting covered decisions related to fisheries monitoring, welfare packages for emergency responders, and infrastructure projects. The cabinet approved amendments to strengthen coastal surveillance and endorsed a welfare policy for Rescue-1122 personnel. The completion of the Shaheed Mohtarma Benazir Bhutto Flyover Project in Hyderabad was also greenlit.
The cabinet’s agenda included reviewing the National Wheat Policy, which proposes shifting to a market-based procurement system and modernizing agricultural practices. The Sindh government has formed a committee to examine the policy and provide recommendations.
Other significant decisions included approving a partnership for inclusive education with Aga Khan University, authorizing procurement of weapons for Sindh Prisons, and confirming a stamp duty recovery plan for DHA Karachi. The cabinet also approved a revised financial framework for the NED Science & Technology Park and a new service agreement with Pakistan Single Window. The deployment of Pakistan Rangers in Sindh has been extended for another year to support law enforcement.
