Islamabad: The Senate Standing Committee on Communications met under the leadership of Senator Pervaiz Rashid to evaluate national highway projects, financial allocations, and road safety measures managed by the National Highway Authority. Key issues discussed included delays on the N-45 highway, the condition of the Mastuj-Broghil road, and the ongoing challenges in Balochistan’s transport infrastructure.
According to Senate of Pakistan, Senator Muhammad Talha Mahmood voiced significant concerns about the persistent delays and funding issues affecting the N-45 highway, which serves as a vital entry corridor to Chitral. The Secretary of Communications and Chairman of the National Highway Authority reported that a 48-kilometer section is planned for construction under a bank partnership model, with bid concurrence awaited. The committee requested direct coordination with the Korean Ambassador to expedite the process and address remaining concerns.
Further discussions addressed the Mastuj-Broghil road project, with Senator Mahmood highlighting the impact of poor road conditions on local communities. While the project falls under provincial jurisdiction, the committee urged the Ministry of Communications and NHA to explore involvement options. Concerns were also raised about the Lowari Tunnel’s lighting system, with NHA committing to a Rs. 33 billion upgrade.
In Balochistan, the committee examined transport infrastructure and CPEC road networks. Senator Asad Qasim questioned the delays and security challenges exacerbated by inadequate infrastructure. NHA reported significant funding allocations, yet the committee called for a detailed review of fund utilization and legal challenges at the provincial level.
The committee scrutinized toll plaza operations and public facilitation, with Senators Pakwasha and Abdul Qadir questioning the justification for continued toll collection. The NHA explained toll rate revisions, and the committee emphasized linking toll increases to infrastructure improvements.
Digital tolling and public support services were also discussed, with concerns about M-Tag systems and call center responsiveness. The committee directed NHA to enhance roadside plantation campaigns and ensure toll fee reinvestment into infrastructure projects. A comprehensive report on financial governance and project execution was requested for the next meeting.
