Islamabad: Pakistan has taken a significant step towards digital transformation with both Houses approving the Digital Nation Pakistan Bill 2025. The legislation, spearheaded by the Ministry of Information Technology and Telecommunication, aims to revolutionize the economy, governance, and society through digital means.
According to a statement by Press Information Department, the Digital Nation Act is expected to establish a digital economy and foster efficient and transparent governance. Shaza Fatima Khawaja, Minister of State for Information Technology, emphasized that the bill would lead to the development of Pakistan Stack and Data Exchange Layers, simplifying citizens’ lives and enhancing ease of doing business.
Key components of the bill include the creation of a transparent system for economic, governance, and societal transformation, as well as the integration of governmental, social, and economic data through a digital identification system. This will enable citizens to access government services and documents via mobile phones, thereby eliminating long queues.
The bill also promises improvements in the business environment for entrepreneurs. A National Digital Commission, led by the Prime Minister and comprising federal and provincial leaders, will provide strategic vision and ensure alignment and implementation across the federation.
The enactment of the Pakistan Digital Authority will facilitate the creation of a Digital Nation Masterplan. An Oversight Committee, led by the Minister of IT and Telecom, will supervise daily operations, reporting directly to the National Digital Commission.
Minister Khawaja highlighted that the Digital Nation Bill aligns Pakistan with the global digital revolution, enhancing opportunities for the public. It will also support informed government decision-making and boost key sectors like AgriTech, FinTech, EdTech, and HealthTech, unlocking Pakistan’s potential.
