Islamabad, May 17, 2022 (PPI-OT):Honorable Mr. Justice Javed Iqbal, Chairman NAB chaired a meeting to review the performance of NAB Lahore, especially convictions made under Section 10(a) of National Accountability Ordinance (NAO-1999) during the years 2017 to April 30, 2022.

He was thoroughly briefed by Director General (DG) NAB Lahore that under the dynamic leadership of Honorable Mr. Justice Javed Iqbal, during the tenure as Chairman NAB, the following persons were convicted by the learned Accountability Courts, Lahore under Section 10(a) of NAO-1999. The year wise break-up of accused persons convicted by NAB Lahore under Section 10 of NAO-1999 during Oct 2017 – Apr 2022 are as follows:

Total 4 x accused have, so far, been convicted by Accountability Courts since Jan 2022 to 30 Apr 2022 in different cases with Court fine imposed Rs.152.263Million.

1. State Vs Usman Saeed vice President NBP, the accused was convicted by Accountability Court on 28.01.2022 in misappropriation of govt funds by awarding sentence of four (4) years imprisonment with a fine imposed worth Rs1 Million.

2. State vs Habib-ur-Rehman etc, accused Habib ur Rehman, accused Arif Pervaiz and accused Mahmood-ul-Hassan were convicted on 16 Feb 2022 in a Bank Fraud case by awarding sentence of seven (7) years imprisonment and a fine Rs11.2 Million was imposed.

3. State vs Abdul Rehman etc chief accused Abdul Rehman was convicted on 19.02.2022 in a case of misuse of authority by awarding five (5) years imprisonment and a fine worth Rs 88.457 Million was imposed on the accused.

4. State vs Mehr Muhammad Shafiq Hali etc the accused namely Mehr Muhammad Shafiq Hali and accused Muhammad Azam Alias Daniyal Haral were convicted on 29.3.2022 in a case of cheating public at large (Hali Motors) by awarding eight (8) years imprisonment and imposed a fine of Rs51.606Millions.

During the year 2021, total 6 x accused persons were convicted by Accountability Courts in different cases with Court fine imposed Rs284.22 Million.

1. State Vs Muhammad Muzammal, accused Muhammad Muzammal was convicted by Accountability Court on 01.02.2021 in cheating public at large case (Al-Khursheed Group) by awarding sentence of six (6) years imprisonment with a fine imposed worth Rs100Million.

2. State Vs Manzoor Ali Khan etc (Bank Fraud Case) accused Manzoor Ali Khan was convicted by Accountability Court on 24.03.2021 and awarded five (5) years sentence along with combine fine of Rs 79 Million.

3. State Vs Manzoor Ali Khan etc (Bank Fraud Case) accused Muhammad Amjad was convicted by Accountability Court on 24.03.2021 and awarded five (5) years sentence along with combine fine of Rs 79 Million.

4. State Vs Manzoor Ali Khan etc (Bank Fraud Case) accused Sajjad Ahmed was convicted by Accountability Court on 24.03.2021 and awarded five (5) years sentence along with combine fine of Rs 79 Million.

5. State Vs Iftikhar Ahmed Cheema (Assets beyond means Case), accused Iftikhar Ahmed Cheema convicted to Ten (10) years imprisonment and fine of Rs 65 million imposed.

6. State Vs Sheikh Zain ul Abidin etc (cheating public at large and misappropriation), accused Sheikh Zain ul Abidin convicted on 27.03.2021by Accountability Court to Seven (7) years R.I with fine of Rs 40.22Million.

DG NAB Lahore also informed the meeting that during the year 2020, NAB Lahore prosecution team succeeded to convict 13 x accused persons by Accountability Courts under Section 10 of NAO-1999. The details of the 13 x convicted accused persons are as under:

1. State Vs Muhammad Tahir Khan, accused Muhammad Tahir Khan was convicted by the Accountability Court on 21.04.2020 with a fine of 45,000 Ponds.

2. State Vs Faisal Kamran, Khurram Qureshi etc, accused Faisal Kamran was convicted by the Accountability Court on 04.09.2020 with a fine of Rs. 33.1 million.

3. State Vs Faisal Kamran, Khurram Qureshi etc, accused Khurram Qureshi was convicted by the Accountability Court on 04.09.2020 with a fine of Rs. 33.1 million.

4. State Vs Nazir Ahmed Khan etc, accused Nazir Ahmed was convicted by the Accountability Court on 28.10.2020 with a fine of Rs. 5.119 million.

5. State Vs Nazir Ahmed Khan etc, accused Nazir Ahmed was convicted by the Accountability Court on 28.10.2020 with a fine of Rs. 7.288 million.

6. State Vs Nazir Ahmed Khan etc, accused Nazir Ahmed was convicted by the Accountability Court on 28.10.2020 with a fine of Rs. 24.706 million.

7. State Vs Nazir Ahmed Khan etc, accused Nazir Ahmed was convicted by the Accountability Court on 28.10.2020 with a fine of Rs. 23.412 million.

8. State Vs Nazir Ahmed Khan etc, accused Nazir Ahmed was convicted by the Accountability Court on 28.10.2020 with a fine of Rs. 28.06 million.

9. State Vs Zaheer Nasir etc, accused Zaheer Nasir was convicted by the Accountability Court on 25.11.2020 with a fine of Rs. 1.5 million.

10. State Vs Zaheer Nasir etc, accused Maqsood Ahmed was convicted by the Accountability Court on 25.11.2020 with a fine of Rs. 1.5 million.

11. State Vs Zaheer Nasir etc, accused Zeeshan Ahmed was convicted by the Accountability Court on 25.11.2020 with a fine of Rs. 1.5 million.

12. State Vs Asad Kamran, accused Adnan Qayum was convicted by the Accountability Court on 21.12.2020 with a fine of Rs. 7.2 million

13. State Vs Asad Kamran, accused Sulman Farooq was convicted by the Accountability Court on 21.12.2020 with a fine of Rs. 7.2 million.

In the same way, during the year 2019, 02 x accused persons were convicted by different Accountability Courts under section 10 of NAO-1999. The details of the 02 convicted persons under section 10 of NAO-1999 are as under:

1. State Vs Hafiz Muhammad Javed Cheema etc, accused Hafiz Javed Cheema was convicted by the Accountability Court on 18.05.2019 with a fine of Rs. 6.48 million.

2. State Vs Hafiz Muhammad Javed Cheema etc, accused Saleem Cheema was convicted by the Accountability Court on 18.05.2019 with a fine of Rs. 6.48 million.

Similarly, in the year 2018, due to the efforts of NAB-Lahore 28 x persons were convicted by different Accountability Courts under section 10 of NAO-1999. The details of the 28 convicted persons under section 10 of NAO-1999 are as under:

1. The State Vs Khawaja Muhammad Tanoli, accused Khawaja Muhammad Tanoli was convicted by the Accountability Court on 03.03.2018 with a fine of Rs. 19.028 million.

2. The State Vs Khawaja Muhammad Tanoli, accused Muhammad Khalil Feroze was convicted by the Accountability Court on 03.03.2018 with a fine of Rs. 19.028 million.

3. The State Vs Naeem Imdad, accused Naeem Imdad was convicted by the Accountability Court on 26.04.2018 with a fine of Rs. 3.59 million.

4. The State Vs Tariq Mehmood etc, accused Tariq Mehmood was convicted by the Accountability Court on 31.05.2018 with a fine of Rs. 1.41 million.

5. The State Vs Tariq Mehmood etc, accused Abuzar Jafri was convicted by the Accountability Court on 31.05.2018 with a fine of Rs. 1.41 million.

6. The State Vs Abuzar Jafri and another accused Abuzar Jafri were convicted by the Accountability Court on 31.05.2018 with a fine of Rs. 58.27 million.

7. The State Vs Shahid Hassan Awan, accused Shahid Hassan Awan was convicted by the Accountability Court on 23.06.2018 with a fine of Rs. 805 million.

8. The State Vs Shahid Hassan Awan, accused Zubair Ali Khan was convicted by the Accountability Court on 23.06.2018 with a fine of Rs. 805 million.

9. The State Vs Shahid Hassan Awan, accused Majid Rasheed was convicted by the Accountability Court on 23.06.2018 with a fine of Rs. 805 million.

10. The State Vs Shahid Hassan Awan, accused Zakaullah Khan Shinwari was convicted by the Accountability Court on 23.06.2018 with a fine of Rs. 805 million.

11. The State Vs Shahid Hassan Awan, accused Riffat Shahid Hassan Awan was convicted by the Accountability Court on 23.06.2018 with a fine of Rs. 805 million.

12. The State Vs Muhammad Azam Chishti etc, accused Muhammad Azam Chishti was convicted by the Accountability Court on 23.06.2018 with a fine of Rs. 43.04 million.

13. The State Vs Muhammad Azam Chishti etc, accused Muhammad Zeeshan Ali was convicted by the Accountability Court on 23.06.2018 with a fine of Rs. 43.04 million.

14. The State Vs Muhammad Azam Chishti etc, accused Amir Shafiq was convicted by the Accountability Court on 23.06.2018 with a fine of Rs. 43.04 million.

15. The State Vs Muhammad Azam Chishti etc, accused Amir Abbas Ch was convicted by the Accountability Court on 23.06.2018 with a fine of Rs. 43.04 million.

16. The State Vs Muhammad Azam Chishti etc, accused Muhammad Azam Chishti was convicted by the Accountability Court on 23.06.2018 with a fine of Rs. 1.196 million.

17. The State Vs Muhammad Azam Chishti etc, accused Muhammad Zeeshan Ali was convicted by the Accountability Court on 23.06.2018 with a fine of Rs. 1.196 million.

18. The State Vs Muhammad Azam Chishti etc, accused Amir Shafiq was convicted by the Accountability Court on 23.06.2018 with a fine of Rs. 1.196 million.

19. The State Vs Muhammad Azam Chishti etc, accused Amir Abbas Ch was convicted by the Accountability Court on 23.06.2018 with a fine of Rs. 1.196 million.

20. The State Vs Zul Baja ud Din and another accused Zul Baja ud Din was convicted by the Accountability Court on 23.06.2018 with a fine of Rs. 32.311 million.

21. The State Vs Amir Nadeem, accused Muhammad Amir Nadeem was convicted by the Accountability Court on 23.06.2018 with a fine of Rs. 11.685 million.

22. The State Vs Najam-us-Saqib etc, accused Najam-us-Saqib was convicted by the Accountability Court on 23.06.2018 with a fine of Rs. 118.27 million.

23. The State Vs Abdul Rehman, accused Abdul Rehman was convicted by the Accountability Court on 31.10.2018 with a fine of Rs. 28.52 million.

24. The State Vs Yaqoob Loona etc, accused Mian Ghulam Ali was convicted by the Accountability Court on 20.11.2018 with a fine of Rs. 58.145 million.

25. The State Vs Yaqoob Loona etc, accused Zakaullah Bhatti was convicted by the Accountability Court on 20.11.2018 with a fine of Rs. 58.145 million.

26. The State Vs Yaqoob Loona etc, accused Ahmed Shah was convicted by the Accountability Court on 20.11.2018 with a fine of Rs. 58.145 million.

27. The State Vs Yaqoob Loona etc, accused Asad Ali was convicted by the Accountability Court on 20.11.2018 with a fine of Rs 58.145 million.

28. The State Vs Yaqoob Loona etc, accused Riaz Bhatti was convicted by the Accountability Court on 20.11.2018 with a fine of Rs 58.145 million.

Likewise, between Oct-Dec 2017, due to the efforts of NAB-Lahore 11 x accused persons were convicted by different Accountability Courts under section 10 of NAO-1999. The details of the 11 convicted persons are as under:

1. The State vs Haris Afzal accused Haris Afzal was convicted on 11.10.2022 with a fine imposed of Rs546 Million.

2. State vs Muhammad Asad lali the accused Muhammad Asad Lali and accused Mian Nazir Ahmed were convicted on 31.10.2017 in case of misuse of Authority by imposing a fine of Rs10.2619 Million.

3. State vs Tariq Saeed etc the prime accused Tariq Saeed was convicted on 15.11.2022 in a case assets beyond means by imposing a fine of Rs16.3 Million.

4. State vs Shahid Farooq the accused Shahid Farooq was convicted on 13.12.2017 in a case of cheating public at large and imposed a fine Rs141 Million.

5. State vs Raza Habib Etc the accused Raza Habib was convicted on 21.12.2017 in a case of misappropriation of funds and a fine of Rs 241.99 was imposed on the accused.

6. State vs Rana Qaisar Nazeer, Kanal Motors Scams the accused Rana Qaiser Nazir was convicted on 22.12.2017 in a case of cheating public at large (Kanal Motors Case) by imposing a fine of Rs241.92 Million.

7. State vs Muhammad Amin etc the accused person Muhammad Jamil in a case of cheating public at large (Gulshan-e-Dost Muhammad Housing Scheme) was convicted on 22.12.2022 and a collective fine of Rs57.315 Million was imposed.

8. State vs Muhammad Amin in a case of cheating public at large (Gulshan-e-Dost Muhammad Housing Scheme) was convicted on 22.12.2022 and a collective fine of Rs57.315 Million was imposed.

9. State vs Muhammad Amin the accused Abdul Hameed in a case of cheating public at large (Gulshan-e-Dost Muhammad Housing Scheme) was convicted on 22.12.2022 in a case of cheating public at large (Gulshan-e-Dost Muhammad Housing Scheme) and a collective fine of Rs57.315 Million was imposed.

10. State vs Muhammad Amin the accused Faiz Ahmed Yaqoob was convicted on 22.12.2022 in a case of cheating public at large (Gulshan-e-Dost Muhammad Housing Scheme) and a collective fine of Rs57.315 Million was imposed.

11. State vs Rashad Muhammad Yaqoob etc the accused Muhammad Yaqoob was sentenced on 23.12.2017 in a case of cheating public at large and a fine of 4435814 Kuwaiti Dinars was imposed.

Honorable Mr. Justice Javed Iqbal, Chairman NAB appreciated the excellent performance of NAB Lahore under the supervision of DG NAB Lahore Shahzad Saleem and hoped that NAB Lahore will continue to perform its functions in future with the same zeal and commitment in accordance with law.
