Karachi: The proposed Local Government Bill 2026 by the Sindh government has been welcomed by Karamullah Waqasi, spokesperson for the Mayor of Karachi and Parliamentary Leader of the Pakistan People’s Party in the Karachi Metropolitan Corporation. Waqasi expressed optimism that the bill would enhance the effectiveness and responsiveness of local governance to public needs.
According to Karachi Metropolitan Corporation, Waqasi highlighted that the reforms could better organize the powers and responsibilities of local government institutions, which are crucial for addressing civic issues and establishing an efficient grassroots governance system. He noted the bill’s provision allowing the current mayor or chairman to continue as administrator until new elections as an important measure to prevent governance vacuums.
Waqasi emphasized the significance of the requirement for the Sindh government to consult the Election Commission 120 days before a council’s term expires to ensure continuity and reduce administrative gaps. He also supported appointing the deputy mayor or vice chairman as council convener, which could enhance responsibility distribution within local government.
The bill proposes appointing the Metropolitan Commissioner as the chief executive of metropolitan corporations, aiming to improve institutional performance through defined roles. Waqasi also welcomed the establishment of mediation forums at various local levels to resolve public disputes, which could ease pressure on institutions and promote community-level dispute resolution.
The proposed legislation emphasizes coordination between local representatives and police on public safety, without affecting police legal and investigative powers. It assigns Union Councils roles in identifying illegal constructions and building violations, which could facilitate timely information transfer to authorities.
Waqasi endorsed the inclusion of training funds in council budgets to enhance the skills of local officials and representatives. He also appreciated proposals for comprehensive reports on issues faced by women and persons with disabilities, stressing the importance of addressing diverse societal needs in local governance.
He praised the Sindh government’s initiative and expressed hope for ongoing consultation on the reforms to develop a local government system that effectively tackles civic issues, improves governance, and supports balanced urban development across Karachi and Sindh.
