HEC Finalizes Programme Learning Outcomes for Non-Accredited Undergraduate Programs


Islamabad: The Outcome Based Education (OBE) Implementation Committee of the Higher Education Commission (HEC) Pakistan has finalized Programme Learning Outcomes (PLOs) for undergraduate degree programs not covered by any accreditation or regulatory council. Upon approval by the Commission, these outcomes will be distributed to all higher education institutions (HEIs).



According to Higher Education Commission of Pakistan, the committee convened its first meeting under the leadership of Prof. Engr. Dr. Samreen Hussain. The committee approved the PLOs, along with an implementation strategy and Working Group Terms of Reference (ToRs), marking the initial phase of executing Outcome Based Education across various disciplines.



The committee recommended two distinct sets of PLOs for undergraduate programs not currently under any accreditation or regulatory council. One set is designed for Natural, Human & Social Science disciplines, while the other is tailored for Art, Design & Media disciplines. These sets are aligned with national and international standards to ensure the quality and comparability of graduates.



Progress was reported on engaging twelve councils lacking published learning outcomes. Proposals were developed through international benchmark research and consultations, aligning with HEC-approved curricula and required competencies. A unified implementation strategy was endorsed for all HEIs, emphasizing faculty capacity building and Quality Enhancement Cells, along with direct assessment and continuous quality improvement methods.



The committee reviewed and approved the ToRs for Discipline-wise Working Groups, which will provide mentorship and support to councils and HEIs in implementing OBE and achieving PLO attainment. Responsibilities include conducting a gap analysis, customizing PLOs, and providing training and support for faculty and QECs. The groups will report to the Convener and ensure sustainability plans are in place for handover to QECs after 12 months.



The recommended PLOs are awaiting Commission approval. Once approved, they will be distributed to HEIs, with the National Academy of Higher Education (NAHE) developing mentoring and training modules for faculty involved in these courses and programs.
