Quetta Plans Outsourcing of Girls Schools and Health Units to Improve Services

Quetta: A key meeting chaired by Commissioner Quetta Divisional Administrator Metropolitan Corporation Hamza Shafaqat on October 2 focused on the potential outsourcing of educational and health services. The session reviewed proposals for transferring the management of Fatima Jinnah Girls School on Godat Singh Road and several Basic Health Units (BHUs) to the private sector under Public-Private Partnerships (PPPs).

According to Directorate General Public Relation – Govt of Balochistan, the move aims to enhance the quality of education and healthcare facilities provided by the Metropolitan Corporation while alleviating the financial strain on public resources. Attendees included Dr. Zafar Qadir, Chairman of the Education Foundation, Asim Mushtaq, CEO of the Education Foundation, and various local government officials.

The discussions highlighted underperformance despite the availability of well-situated school infrastructures like classrooms, labs, and halls in central city locations. Outsourcing, as stated in the meeting, is seen as a crucial step to elevate service quality in these institutions. Similar outsourcing strategies have already been successfully implemented in the city’s sanitation and solid waste management sectors, leading to improved services and reduced costs.

The transition to private management is expected to introduce efficiencies and innovations that could serve as a model for other municipal functions aiming for enhancement.
