Islamabad: Pakistan Customs has initiated enforcement measures against the misuse of exemptions under the Export Facilitation Scheme (EFS) through alleged misdeclaration of imported fabric, an initiative formally appreciated by the All Pakistan Textile Mills Association (APTMA).

According to Press Information Department, APTMA acknowledged the action taken by the Federal Board of Revenue (FBR) and Pakistan Customs to address concerns related to the import of greige fabric under the EFS. APTMA pointed out that this fabric had been excluded from the scheme under SRO 1435(I)/2025 and expressed concerns that certain consignments were allegedly being imported under incorrect descriptions to avail exemptions from customs duty and sales tax.

Pakistan Customs field formations are subjecting relevant consignments to enhanced scrutiny to determine the correct description and nature of imported fabric. Where necessary, physical examinations are being supplemented by laboratory testing of samples to establish the factual composition and description of the goods and to identify any contravention of applicable laws and procedures.

APTMA has appreciated these enforcement measures, noting that misdeclaration of imported fabric can result in the loss of legitimate government revenue and create an unfair competitive disadvantage for domestic manufacturers operating in compliance with the law. The Association also acknowledged the role of Customs field formations in examining consignments and taking action against misuse of the scheme. It called for continued vigilance to ensure that the Export Facilitation Scheme is used strictly for its intended purpose.

Pakistan Customs reiterates that trade facilitation and effective enforcement remain complementary priorities. Facilitation measures are intended to support legitimate and compliant trade, while misuse of exemptions, concessions, or regulatory procedures undermines the integrity of the system and must be addressed in accordance with the law.

Pakistan Customs will continue to strengthen controls against misdeclaration and other forms of abuse, safeguard legitimate government revenue, protect compliant businesses, and ensure that facilitation schemes operate transparently and in line with their intended objectives. The agency remains committed to facilitating legitimate trade while protecting Pakistan’s economic frontiers.
