Islamabad, January 06, 2022 (PPI-OT):Honourable Mr. Justice Javed Iqbal, Chairman NAB chaired a meeting to review the performance of NAB Balochistan especially conviction made under Section 10 of National Accountability Ordinance (NAO)-1999 and under Section 25 (b) of NAO-1999 from Oct 10, 2017 to Dec 31, 2021 at NAB Headquarters.

Zahir Shah, Deputy Chairman NAB, Syed Asghar Haider, Prosecutor General Accountability (PGA), DG Operations and other senior officers of NAB attended the meeting whereas Farman Ullah Khan, DG NAB Balochistan participated in the meeting via video link.

During the meeting Farman Ullah Khan, DG NAB Balochistan informed the meeting that under the dynamic leadership of Honourable Mr. Justice Javed Iqbal, Chairman NAB, during the period from October 10, 2017 to Dec 31, 2021, 41x accused persons have been convicted under section 10 of NAO-1999. The details of the 41 convicted persons under section 10 of NAO-1999 are as under:

1. State Vs Mohammad Siddiq Rind and Others, accused Ameer Baksh Khoso was convicted by the Accountability Court on 28.12.2021 with a fine of Rs. 105,230,000.

2. State Vs Moazzam Jan and Others, accused Moazzam Jan was convicted by the Accountability Court on 17.12.2021 with a fine of Rs. 50,000,000.

3. State Vs Ajmal Khan and Others, accused Ajmal Khan was convicted by the Accountability Court on 24.11.2021 with a fine of Rs. 2,500,000.

4. State Vs Akbar Ali and Others, accused Akbar Ali was convicted by the Accountability Court on 10.11.2021 with a fine of Rs. 1,061,289.

5. State Vs Akbar Ali and Others, accused Mohammad Arif was convicted by the Accountability Court on 10.11.2021 with a fine of Rs. 206,100.

6. State Vs Shakar Khan Jattak and Others, accused Shakar Khan Jattak was convicted by the Accountability Court on 10.09.2021 with a fine of Rs. 297,303,450.

7. State Vs Ameer Bakhsh and others, accused Ameer Bakhsh Khoso was convicted by the Accountability Court on 06.07.2021 with a fine of Rs. 69,852,000.

8. State Vs Ameer Bakhsh and others, accused Saeed Ahmed Mengal was convicted by the Accountability Court on 06.07.2021 with a fine of Rs. 69,852,000.

9. State Vs Ameer Bakhsh and others, accused Ameer Bakhsh Khoso was convicted by the Accountability Court on 29.06.2021 with a fine of Rs. 50,863,000.

10. State Vs Ameer Bakhsh and others, Saeed Ahmed Mengal was convicted by the Accountability Court on 29.06.2021 with a fine of Rs. 50,863,000.

11. State Vs Ishfaq Khalid and others, accused Ishfaq Khalid was convicted by the Accountability Court on 31.05.2021 with a fine of Rs. 19,470,710.

12. State Vs Ishfaq Khalid and others, accused Pervez Zaki was convicted by the Accountability Court on 31.05.2021 with a fine of Rs. 5,000,000.

13. State Vs Khalid Humayun Langov and Others, accused Khalid Humayun Longov was convicted by the Accountability Court on 25.05.2021.

Accused Khalid Langov is convicted and sentenced to 26 months RI. No fine amount is imposed upon accused as the accused Sohail Majeed Shah (who has already been released after acceptance of PB had taken the responsibility upon himself and was ready to return the amount Rs 960 million, he obtained towards the share of accused Khalid Langov and no liability amount stands outstanding against Khalid Lango.

14. State Vs Khalid Humayun Langov and Others, accused Mushtaq Ahmed Raisani was convicted by the Accountability Court on 25.05.2021. Accused Mushtaq Ahmed Raisani is convicted and sentenced to suffer 10 years RI. No fine imposed upon the accused as the NAB has already recovered the misappropriated from the accused in the form of cash amount, foreign currencies, price bonds, gold, jewellery, etc. From the possession of the accused, Mushtaq Raisani. Moreover, The NAB has already recovered an excess amount from accused in the shape of VR, Plea Bargain and granting pardon, then the misappropriated amount mentioned in the reference and no liability is outstanding against both accused.

15. State Vs Altaf Hussain and others, accused Altaf Hussain, and was convicted by the Accountability Court on 12.04.2021 with a fine of Rs. 60,000,000.

16. State Vs Altaf Hussain and others, accused Nizam ud Din was convicted by the Accountability Court on 12.04.2021 with a fine of Rs.60, 000,000.

17. State Vs Altaf Hussain and others, accused Yar Muhammad was convicted by the Accountability Court on 12.04.2021 with a fine of Rs. 60,000,000.

18. State Vs Ejaz Ahmed Ghori and others, accused Khalid Shameem was convicted by the Accountability Court on 19.02.2021 with a fine of Rs. 1,024,444.

19. State Vs Ejaz Ahmed Ghori and others, accused Abdul Ghani was convicted by the Accountability Court on 19.02.2021 with a fine of Rs. 6,400,506.

20. State Vs Talat Ishfaq and others, accused Talat Ishfaq was convicted by the Accountability Court on 19.02.2021 with a fine of Rs. 41,106,644.

21. State Vs Talat Ishfaq and others, accused Saima Talat was convicted by the Accountability Court on 19.02.2021 with a fine of Rs. 1,544,341.

DG NAB Balochistan further informed that due to the efforts of NAB Balochistan under the dynamic leadership of Honourable Mr. Justice Javed Iqbal, Chairman NAB, 07 persons were convicted by respected Accountability Courts in 2020 under section 10 of NAO-1999. The details of the 07 convicted persons under section 10 of NAO-1999 are as under:

1. State Vs Ghulam Mustafa Randhawa and others, accused Ghulam Mustafa Randhawa was convicted by the Accountability Court on 26.11.2020 with a fine of Rs. 100,000,000.

2. State Vs Ghulam Mustafa Randhawa and others, accused Ghulam Murtaza Randhawa was convicted by the Accountability Court on 26.11.2020 with a fine of Rs. 100,000,000.

3. State Vs Muhammad Babar Tehseen and others, accused Muhammad Babar Tehseen, was convicted by the Accountability Court on 11.11.2020, with a fine of Rs. 51745000.

4. State Vs Muhammad Babar Tehseen and others, accused Khalid Akram was convicted by the Accountability Court on 11.11.2020, with a fine of Rs. 51745000

5. State Vs Muhammad Babar Tehseen and others, accused Javed Akram was convicted by the Accountability Court on 11.11.2020, with a fine of Rs. 51745000.

6. State Vs Adeel Anwar and Others, accused Adeel Anwar was convicted by the Accountability Court on 03.04.2020 with a fine of Rs. 4,800,000.

7. State Vs Adeel Anwar and Others, accused Khadim Hussain was convicted by the Accountability Court on 03.04.2020 with a fine of Rs. 4,800,000.

DG NAB Balochistan also informed that due to the efforts of NAB Balochistan under the dynamic leadership of Honourable Mr. Justice Javed Iqbal, Chairman NAB, 08 persons were convicted by respected Accountability Courts in 2019 under section 10 of NAO-1999. The details of the 08 convicted persons under section 10 of NAO-1999 are as under:

1. State Vs Muhammad Musa, accused Muhammad Musa was convicted by the Accountability Court on 31.10.2019 with a fine of Rs. 74,682,737.

2. State Vs Rasool Bakhsh, accused Rasool Bakhsh was convicted by the Accountability Court on 08.10.2019 with a fine of Rs. 194,843.

3. State Vs Obaidullah and Others, accused Obaidullah Khan was convicted by the Accountability Court on 27.03.2019 with a fine of Rs. 58,975,000.

4. State Vs Obaidullah and Others, accused Muhammad Musa was convicted by the Accountability Court on 27.03.2019 with a fine of Rs. 58,975,00.

5. State Vs Khalid Ahmed and Others, accused Khalid Ahmed was convicted by the Accountability Court on 11.02.2019 with a fine of Rs. 410,000.

6. State Vs Khalid Ahmed and Others, accused Faiz Ali Jamali was convicted by the Accountability Court on 11.02.2019 with a fine of Rs. 410,000.

7. State Vs Khalid Ahmed and Others, accused Fayaz Ali Jamali were convicted by the Accountability Court on 11.02.2019 with a fine of Rs. 410,000.

8. State Vs Sardar Khan, accused Sardar Khan was convicted by the Accountability Court on 08.02.2019 with a fine of Rs. 19,990,000.

Similarly, in the year 2018, due to the efforts of NAB Balochistan under the dynamic leadership of Honourable Mr. Justice Javed Iqbal, Chairman NAB, 05 persons were convicted by respected Accountability Courts under section 10 of NAO-1999. The details of the 05 convicted persons in 2018 under section 10 of NAO-1999 are as under:

1. State Vs Ismail Kurd and others, accused Haji Ismail Kurd was convicted by the Accountability Court on 09.10.2018 with a fine of Rs. 8,375,000.

2. State Vs Muhammad Farooq Shah, accused Muhammad Farooq Shah was convicted by the Accountability Court on 05.06.2018 with a fine of Rs. 1,000,000.

3. The State Vs Syed Mohsin Ali and others, accused Mohsin Ali was convicted by the Accountability Court on 05.03.2018 with a fine of Rs. 900,000.

4. The State Vs Syed Mohsin Ali and others, accused Roohi Muhammad was convicted by the Accountability Court on 05.03.2018 with a fine of Rs. 900,000.

5. The State Vs Syed Mohsin Ali, accused Mohsin Ali was convicted by the Accountability Court on 16.02.2018 with a fine of Rs. 8,767,753.

Likewise in the last quarter of the 2017, due to the efforts of NAB Balochistan under the dynamic leadership of Honourable Mr. Justice Javed Iqbal, Chairman NAB, 04 persons were convicted by respected Accountability Courts under section 10 of NAO-1999. The details of the 04 convicted persons in last quarter of year 2017 under section 10 of NAO-1999 are as under:

1. State Vs Mohammad Jalal and others, accused Dr Ali Dost Baloch was convicted by the Accountability Court on 28.12.2017 with a fine of Rs. 3431179.

2. State Vs Mohammad Jalal and others, accused Abdul Ghafar was convicted by the Accountability Court on 28.12.2017 with a fine of Rs. 3431179.

3. State Vs Mohammad Anwar Inqilabi and others, accused Mohammad Anwar Inqilabi, was convicted by the Accountability Court on 30.11.2017 with a fine of Rs. 733650

4. State Vs Mohammad Anwar Inqilabi and others, accused Shabir Ahmed was convicted by the Accountability Court on 30.11.2017 with a fine of Rs. 733650.

Moreover, during the meeting Farmanullah Khan, DG NAB Balochistan informed the meeting that, due to the efforts of NAB (B) and the dynamic leadership of Honourable Mr. Justice Javed Iqbal 11x accused persons have been convicted from Oct 10, 2017 to Dec 31, 2021 under section 25(b) of NAO-1999. The details of the 11 convicted persons under section 25(b) of NAO-1999 are as under:

1. State Vs M/S Hashmi Traders, Contractors and Others, accused Malik Najam ul Saqib was convicted by the Accountability Court, an amount of Rs. 1.098 million was recovered from the accused under section 25(B) of NAO-1999.

2. State Vs Maqbool Ahmed Ex- DG MMD, Official of MMD Malik Zafar Latif and Others, accused Rozi Khan Kakar was convicted by the Accountability Court, an amount of Rs. 6.685 million was recovered from the accused under section 25(B) of NAO-1999.

3. State Vs Mushtaq Ahmed Raisani Ex- Secretary Finance and Others, accused Sohail Majeed Shah was convicted by the Accountability Court, an amount of Rs. 960.00 million was recovered from the accused under section 25(B) of NAO-1999.

4. State Vs Hafeez Ur Rehman Ex- Secretary Labor, accused Hafeez Ur Rehman was convicted by the Accountability Court, an amount of Rs. 6.875 million was recovered from the accused under section 25(B) of NAO-1999.

5. State Vs Abdul Karim Kiazai, EX Director Education School Dept and Others, accused Mohammad Ehtisham was convicted by the Accountability Court, an amount of Rs. 0.580 million was recovered from the accused under section 25(B) of NAO-1999.

6. State Vs Syed Sajjad Hussain, Owner Shahnam Housing Society and Others, accused Syed Sajjad Hussaini was convicted by the Accountability Court, an amount of Rs. 5.452 million was recovered from the accused under section 25(B) of NAO-1999.

7. State Vs Ali Hassan Shahwani, EX Secretary WWB accused Ali Hassan Shahwani was convicted by the Accountability Court, an amount of Rs. 1.2 million was recovered from the accused under section 25(B) of NAO-1999.

8. State Shamrez Khan, Food Dept Official, accused Shamrez Khan was convicted by the Accountability Court, an amount of Rs. 47.445 million was recovered from the accused under section 25(B) of NAO-1999.

9. State Vs Shamrez Khan, Food Dept Official, accused Shamrez Khan was convicted by the Accountability Court, an amount of Rs. 8.672 million was recovered from the accused under section 25(B) of NAO-1999.

10. State Vs Shamrez Khan, Food Dept Official, accused Shamrez Khan was convicted by the Accountability Court, an amount of Rs. 0.26 million was recovered from the accused under section 25(B) of NAO-1999.

11. State Shamrez Khan, Food Dept Official, accused Shamrez Khan was convicted by the Accountability Court, an amount of Rs. 6.141 million was recovered from the accused under section 25(B) of NAO-1999.

The Honourable Mr. Justice Javed Iqbal, Chairman NAB said that the excellent performance of NAB Balochistan has contributed well in the overall performance of NAB. He appreciated the performance of all ranks of NAB officers/officials under the supervision of Farman Ullah Khan, DG NAB Balochistan and hoped that NAB Balochistan will continue to perform its functions in future with the same zeal and commitment in accordance with law.

He said that logical conclusion of mega corruption and white-collar crime cases are the top most priority of NAB. He said that NAB’s faith is corruption free Pakistan. All officers of NAB are working with renewed energy and dedication considering eradication of corruption as their national duty.
