Xiaoqin Fan Appointed as New ADB Country Director for Pakistan

Islamabad: The Asian Development Bank (ADB) has officially appointed Xiaoqin (Emma) Fan as its new Country Director for Pakistan. Ms. Fan assumed her role today, taking charge of overseeing ADB’s operations and strategic initiatives within the country, including efforts to elevate economic growth, resilience, and competitiveness.

According to Asian Development Bank, Ms. Fan expressed her enthusiasm about returning to Pakistan to lead the ADB’s efforts in fostering sustainable economic development. She outlined her commitment to working closely with Pakistan’s federal and provincial governments, the private sector, and other stakeholders to accelerate economic recovery and implement critical reforms. Her leadership will focus on scaling up support for climate resilience, private sector and institutional development, and promoting projects that enhance livability in cities and rural development.

Ms. Fan, a New Zealand national with over three decades of professional experience, brings a wealth of knowledge from her previous roles across various capacities within ADB. Her academic credentials include a Doctorate in Economics from the Australian National University and degrees from Lanzhou University in the People’s Republic of China. Her extensive background at ADB and other institutions positions her well to steer Pakistan toward achieving its developmental goals under the forthcoming country partnership strategy for 2026 to 2030.
