Islamabad, July 17, 2021 (PPI-OT):The meeting of the Senate Standing Committee on Interior was held on Friday at Parliament House. Chaired by Senator Mohsin Aziz the meeting was attended by, Senator Rana Maqbool Ahmed, Senator Sarfraz Ahmed Bugti, Senator Samina Mumtaz, Senator Faisal Saleem Rehman, Senator Shahdat Awan, Senator Fawzia Arshad, Senator Dilawar Khan, Senator Faisal Ali Sabzwari and senior officers from the Ministry of Interior, Islamabad Police along with all concerned.
The agenda entailed consideration of the COVID 19 (Prevention of Hoarding) Bill, 2021, the Islamabad Capital Territory Charities Registration, Regulation and Facilitation Bill, 2021. Suo moto notice by Chairman Committee, Senator Mohsin Aziz regarding a sexual harassment video that went viral and a briefing by the Ministry on measures taken for the prevention of child labour was taken up.
The meeting commenced with details of an untoward incident that took place on 12 July, 2021 when a man was seen wielding weapons in front of Parliament House. Members asserted that this was a major security lapse and regular snap checks must be conducted to ensure that no such incident is repeated in the future. A detailed report regarding this incident will be submitted to the Committee. In wake of the surging COVID 19 situation, Chairman Committee, Senator Mohsin Aziz directed Deputy Commissioner Islamabad to beef up SOPs in Cattle markets and ensure that these are implemented to the core
Discussing the COVID 19 (Prevention and Hoarding) Bill, 2021, member recommended that a limit must be specified. Also limit must be linked with the sales from the shop to the consumer. Definitions for distributors, wholesalers and retailers must be specified along with each ones limit.
The Islamabad Capital Territory Charities Registration, Regulation and Facilitation Bill, 2021 was pended. The Bill will be sent to the Ministry of Law and Justice for review to ensure that there is no overlap and duplication.
Regarding the Suo Moto Notice that was taken by Chairman Committee, Senator Mohsin Aziz about a viral video; the Committee was informed that the victim couple is hesitant to reveal their identity which makes the case tricky. The main accused along with the 7 other accomplices are in custody. Members of the Committee stressed the need for revving up security. It was asserted that an example must be set so that such incidents are not repeated. Penalties must be publicized o that deterrence is created.
While being briefed by the Ministry of Interior on Child Labour that Committee was informed that a survey will be conducted in Islamabad next month which will give the Ministry access to data on child labour which will help fight the menace effectively. Child Labours finds its roots in Economic issues. Chairman Committee, Senator Mohsin Aziz directed that implementation of laws related to child labours must be implemented rigorously this will ensure curbing of the menace at the local level.
