Standing Committee on Law and Justice meets

Islamabad, September 29, 2022 (PPI-OT):73rd meeting of the Standing Committee on Law and Justice was held today under the Chairmanship of Ch. Mahmood Bashir Virk, MNA at 02:00 P.M. in Committee Room No. 7, (4th Floor), Parliament House, Islamabad.

The meeting started with a recitation from the Holy Quran. The Committee confirmed the Minutes of the previous meeting and feels satisfied with agenda No. 2. The Committee considered the Bill, Qanun-e-Shahadat (Amendment) Bill, 2022 (Government Bill); and recommended that the same may be passed by the Assembly.

The Committee did not consider the Bills, The Control of Narcotics Substances (Amendment) Bill, 2022; The Public Properties (Removal of Encroachment) Ordinance, 2021; The Constitution (Twenty-Sixth Amendment) Bill, (Government Bills), and deferred the same at the request of the Ministry.

The Committee considers the Bill, The Constitution (Amendment) Bill, 2021 (Article 140-A) moved by Ms. Kishwar Zehra MNA. After detailed deliberations, the Committee deferred the same till the next meeting with a recommendation that the Secretary Election Commission of Pakistan in consultation with the Ministry of Law and justice shall propose a proper solution to address the concerns of the Mover.

The Committee considers the Bill, The Constitution (Amendment) Bill, 2021 (Article 84) moved by Syed Hussain Tariq MNA, during deliberations, the Committee observed with grave concern that the Secretary Finance Division has not attended the meeting. Furthermore, the brief provided to the committee is not well before time and is ambiguous.

Hence the Committee recommended that the Secretary of Finance Division shall attend the next meeting personally and shall also provide a clear and detailed brief well before time for the perusal of the Members. The committee deferred the Bill till the next meeting.

The Committee considers, Question No 61, under Rule 199 moved by Ms. Shugufta Jumani, MNA; The Constitution (Amendment) Bill, 2021 (Article 51,59 and 106) moved by Mr. Noor Alam Khan, MNA; and High Courts (Establishment)(Amendment) Bill,2021 moved by Mr. Mohsin Dawar, MNA; and recommended that the Bills/matters may not be passed by the Assembly.

Members/MNAs/Movers Ms. Mehnaz Akbar Aziz, Ms. Zahra Wadood Fatemi, Ms. Nafeesa Shah, Ms. Aliya Kamran, Ms. Kishwar Zehra, Dr. Ramesh Kumar Vankwani, Syed Hussain Tariq, Secretary Ministry of Law and Justice, Secretary Election Commission of Pakistan, representatives of the Finance Division, along with their staff attended the meeting.
