Standing Committee on Human Rights meets 

Islamabad, February 16, 2023 (PPI-OT):19th meeting of the Standing Committee on Human Rights was held today under the Chairpersonship of Dr. Mahreen Razzaq Bhutto, MNA, in the Committee Room No. 7 (fourth floor) Parliament House. The meeting commenced with recitation from the Holy Quran. After a brief introduction of the participants, the Committee decided to proceed as per agenda items.

The matter, regarding arrest of husband of Ms. Afshan Latif, Spdt. Kashana Lahore (Moved by Ms. Shahida Rehmani, MNA), was deferred by the Committee. The Committee deferred the Bill titled “The Transgender Persons (Protection of Rights) (Amendment) Bill, 2022 (moved by Mr. Qadir Khan Mandokhail, MNA)”. The Zainab Alert Response and Recovery (Amendment) Bill, 2021 (moved by Moulana Abdul Akber Chitrali, MNA) was deferred by the Committee till its next meeting.

Director General Development M/o Human Rights briefed the Committee upon the projects of PSDP for 2023-2024. It was mentioned that 11 projects were on-going and five new schemes were introduced.
The Committee required project-by project and province-wise detail for each of the projects of PSDP for the year 2023-2024.

The Committee emphasized that for Project titled, “Pilot Project for Establishment of Transgender Protection Center, Islamabad”, focus needs to be brought upon opportunities for revenue generation and livelihood of transgender person. The committee also questioned the effectiveness of the measures underway for inclusion of special children within the public and private school systems and the facilities available at the schools for such children under PSDP project, titled, “Pilot Project for Inclusive Education for Children with Disability in Public and Private schools at ICT Islamabad”.

IGP Islamabad briefed the Committee on the steps taken by police regarding the incidence of rape of the girl, at gun point, in Fatima Jinnah Park F-9 Islamabad. The Committee expressed its displeasure upon the lack of details in brief. However, IGP apprised the committee that details could not be disclosed as the matter was sub-judice. Chairman CDA brief the committee upon the security measures underway in F-9 park including the installation of 200 CCTV cameras, increased patrolling (including lady constables), establishment of closure time for parks and introduction of the position of “Park Manager” to oversee all matters related to parks.

The committee desired further details upon the investigation as well as upon the measures under taken to ensure the safety of citizens. The committee further advised upon declaration of certain parks as family parks and /or family time in the parks of Islamabad. Honourable Members Ms. Shaista Pervaiz, Ms. Zeb Jaffar, Ms. Shaza Fatima Khwaja, Mr. Qadir Khan Mandokahail, Ms. Shamsun Nisa, Ms. Kishwer Zehra, Mr. Naveed Aamir Jeva, Mr. Mohsin Dawar, MNAs, attended the meeting.
