Standing Committee disposed of three Bills about BISP and PBM

Islamabad, January 28, 2022 (PPI-OT):Standing Committee rejects three Bills about Benazir Income Support Programme (BISP) and Pakistan Bait-ul-Mal (PBM) and the Chairperson, Standing Committee on Poverty Alleviation and Social Safety Division Ms. Saira Bano, MNA has assured her commitment that the Standing Committee shall work on apolitical basis. All of the Members of Standing Committee expressed their full cooperation with the Chairperson.

According to the details the Standing Committee examined four Bills titled “Pakistan Bait-ul-Mal(Amendment) Act, 2021 (Government Bill)”, “Pakistan Bait-ul-Mal (Amendment) Act, 2021 (Private Bill moved by hon. Mr. Naveed Aamir Jeeva, MNA amendment in section 2, Act I of 1992)”, “Benazir Income Support Programme (Amendment) Act, 2021 (Private Bill moved by hon. Mr. Naveed Aamir Jeeva, MNA to amend section 4 of XVIII of 2010)” and “Benazir Income Support Programme (Amendment) Act, 2021 (Private Bill moved by hon.

Mr. Naveed Aamir Jeeva, MNA to insert section 12-A of Act XVIII of 2010)”. The Standing Committee deferred the Government Bill to examine it thoroughly in the next meeting. Whereas, two Bills titled “Pakistan Bait-ul-Mal (Amendment) Act, 2021 (Private Bill moved by hon.

Mr. Naveed Aamir Jeeva, MNA amendment in section 2, Act I of 1992)”, “Benazir Income Support Programme (Amendment) Act, 2021 (Private Bill moved by hon. Mr. Naveed Aamir Jeeva, MNA to amend section 4 of XVIII of 2010)” were rejected unanimously because one of the Bill was already rejected by the Standing Committee in 2013, when it was moved by Mr. S.A. Qadri and others. Similarly, the Standing Committee sent back the Bill titled “Benazir Income Support Programme (Amendment) Act, 2021 (Private Bill moved by hon.

Mr. Naveed Aamir Jeeva, MNA to insert section 12-A of Act XVIII of 2010)” to Legislation Wing of the National Assembly for examination and fulfilment of necessary formalities because it is a money Bill. The Standing Committee decided to hold next meeting on 8th February 2022 to examine the survey process of different Ehsaas Programmes. The meeting ended with mutual votes of thanks.

The meeting of the Standing Committee on Poverty Alleviation and Social Safety Division was presided over by its Chairperson Ms. Saira Bano and attended by Members National Assembly; Mr. Fakhar Zaman Khan, Malik Sohail Khan, Mr. Sadaqat Ali Abbasi, Ch. Muhammad Hamid Hameed, Sardar Talib Khan Nakai, Syed Abrar Ali Shah, Mr. Zulfiqar Ali Behan, Syed Mahmood Shah, Ms. Shagufta Jumani, Mr. Lal Chand Malhi, Ms. Kiran Imran Dar, Ms. Syma Nadeem, Ms. Nuzhat Pathan, Ms. Seema Mohiuddin Jameeli, Ms. Aliya Hamza Malik and Mrs. Farukh Khan.

Honourable Minister in-Charge, Poverty Alleviation and Social Safety Division also attended the meeting. The meeting was also attended by Special Assistant to Prime Minister Ms. Sania Nishtar, Secretary, BISP, Sr. Joint Secretary, Poverty Alleviation and Social Safety Division, DG, IT BISP and senior civil officer attended the meeting.
