Senator Muhammad Tahir Bizinjo, Chairman Senate Committee on Rules of Procedure and Privileges presiding over a meeting of the Committee at Parliament Lodges Islamabad 

Islamabad, October 11, 2022 (PPI-OT):An urgent meeting of the Senate Committee on Rules of Procedure and Privileges was held on Tuesday at the old PIPS halls, Parliament Lodges to consider the Privilege Motion moved by Senator Saifullah Abro against Home Secretary, Government of Sindh, I.G Sindh Prisons and Correction Services, Mr. Nasir Abbas, Special Secretary (Prison) Home Department Sindh and Superintendent Central Prison Karachi for not allowing Senator to meet with Mr. Haleem Adil Sheikh in Central jail Karachi despite fulfilling of all codal formalities.

The matter was referred by the Chairman Senate on 8th September, 2022 and was deferred with strict directions to summon the superintendent jail the main responsible for the matter and give justification on the same. The Home Secretary Sindh apprised the committee that on receiving of the message from Senator Saifullah Abro the message was conveyed to the concerned as he himself was in court and abstained to use cell phone.

The Additional Secy intimated to communicate the same in written which was done through what’s app however due to paucity of time the same was conveyed to the superintendent jail Karachi on 2nd September for compliance by the Additional Secy and the honourable Senator failed to meet.

The Home Secy further said that all members of the Parliament hold utmost respect and accordingly extended cooperation as and when needed. The Home Secy extended his unconditional apology and requested that the privilege motion be vacated in his favour.

Special Secy Prison Home Dept. Sindh also explained that Friday is exclusively reserved for meeting inmates, associated with banned organizations, with their families and others. He further said that I conveyed the position as informed by superintendent, central Prison and correction Facility, Karachi

The Senate Panel during the meeting condemned the inhumane and barbaric behaviour of the officials with the political personalities detained in the prisons and lamented that almost all political personalities irrespective of their political affiliation has suffered this which is a matter of deep concern and no laws no rules are applied.

The Senate Committee lamented the gangster system prevailing in the country and the inhumane behaviour with all detained in the Jails and prisons. Senator Irfan Siddique said that bribes, money and thug style is all a part of this system, and is not limited to one person but there is a whole network behind this.

The committee believed that exemplary behaviour should be demonstrated by the officers at higher level for the entire system to be in order. The committee also recommended formulating legislation for the lawlessness prevailing in the jails and prisons

The meeting was attended by Senators Irfan ul-Haque Siddique, Senator Prof Sajid Mir, Senator Saifullah Abro. Home Secretary Sindh, Special Secretary Prison Home Department Sindh, IG Prison and Correction Service and other officials also attended the meeting.
