Islamabad, November 29, 2022 (PPI-OT):The Senate Functional Committee on Delegated Legislation on Tuesday has recommended the Ministry to upload the proposed rules and by laws on the official website of the law ministry and concerned Ministry.
The Senate Functional Committee on Delegated Legislation met on Tuesday under the Chairmanship of Senator Mian Raza Rabbani here at the Parliament House and confirmed the minutes of the last meeting with the directions that while continuing the notification already being published in terms of new laws and rules, it is recommended that these rules must also be provided in access to the relevant stake holders through websites and also directed the ministry to prepare draft SOPs on the subject so that it can also be forwarded to the concerned ministries for approval and implementation.
The committee also recommended that the SOPs should include issuance of Press Release prior to the publication of the proposed rules for information for the general public. The committee also proposed two original copies of the constitution signed by all the members for having being displayed in both the Houses, owing to the fact that it is the work of the Parliament and holds a historical position.
The committee disposed of the agenda item pertaining to the distribution of work between the committee and sub-committee with the directions that the work of the committee will be distributed between two sub committees. The committee work will proceed in the alphabetical order of the Ministries; both the sub-committees will be headed by the former law ministers and members of the Committee.
The main committee will review the law and regulations of the devolved ministries being re-created by the Federal Governments. The Chairman Committee decided to take up the acts, rules and regulations relating to the Federal Education Ministry in the next meeting.
The committee members endorsed the proposal and anticipated the working of the same in a similar manner. The matter was disposed of. The committee received a detailed briefing by the Ministry of Law and Justice on the digitalization of laws. The committee was briefed on the new website that is being created under the name “Laws of Pakistan Cell”.
The Chairman committee remarked that Pakistan Code Project is a very useful project in particular to the lawyer’s community, courts and related fields and complemented Senator Azam Nazeer Tarar for initiation of such projects.
The committee assured the ministry to extend its maximum support in this regard. “Approximately 5 million documents will be preserved digitally” the ministry informed. The Ministry presented that the objective of digitalization is to strengthen the infrastructure and make records, ACTs, ordinances, rules and regulations S.R.Os and to enhance the capacity of Human resource. It was also briefed that scanned documents will be available in PDF format and will have authorized access.
The meeting was attended by Senators Azam Nazeer Tarar, Rubina Khalid, Molvi Faiz Muhammad, Keshoo Bai, Prof. Dr. Mehr Taj Roghani and Senator Syed Ali Zafar. The Minister for Law and Justice Sardar Ayaz Sadiq and other senior officials from the Ministry were also in attendance.
