Islamabad, The Senate Subcommittee on Aviation, chaired by Senator Saleem Mandviwalla, met at the Parliament House to discuss the ongoing pension issues faced by employees of the Civil Aviation Authority (CAA) who retired between the fiscal years 2014 and 2023. The meeting aimed to address the disparities in pension payments and seek resolutions for the affected retirees.
According to Senate of Pakistan, the committee was informed about the categorization of CAA pensioners into three groups, based on their retirement dates. It was noted that pensioners who retired before June 30, 2014, have no grievances. Those who retired between July 1, 2014, and June 30, 2022, have received all increased allowances by the Federal Government, except for those of 2021 and 2022. However, pensioners who retired after June 30, 2022, have not received five allowances as announced by the Federal Government. Officials acknowledged the existence of disparities in pension emoluments for several pensioners due to anomalies in CAA regulations.
The meeting highlighted the need for amending these regulations and obtaining approval from the Board to resolve these issues. It was also brought to attention that excessive payments made to a group of pensioners need to be recovered. Petitioners requested interim relief until the relevant rules are amended. Secretary Aviation committed to addressing the pensioners’ matter in the next CAA board meeting, scheduled to be held after the general elections on February 8, 2024. The amended regulations, along with the pensioners’ issues, will be discussed in this meeting, with the petitioners invited to attend. Convenor Senator Mandviwalla closed the agenda item based on the assurance given by the Secretary Aviation, with a directive to prioritize the rights of the discriminated pensioners.
The meeting was also attended by Senator Umer Farooq and senior officials from the Ministry of Aviation and Civil Aviation Authority.
