ISLAMABAD: A Senate sub-committee has called for the complete implementation of Articles 38(g) and 172(3) of the Constitution, emphasizing the need for greater provincial representation in federal services and on the boards of state-owned enterprises. The meeting, held under the convenorship of Senator Zamir Hussain Ghumro, reviewed current laws and mechanisms to ensure these constitutional articles are enforced effectively.

According to Senate of Pakistan, the sub-committee expressed dissatisfaction with the absence of senior federal officials, stressing the importance of their accountability to Parliament and the public. Senator Ghumro questioned the Federal Government’s commitment to the 18th Constitutional Amendment, noting that delays in its implementation could undermine federalism and create disparities among provinces.

The committee received a briefing on efforts to improve provincial representation through a Special CSS Examination, which filled vacant posts in Balochistan and Sindh. However, questions were raised about the criteria for determining provincial shares in federal appointments. The Establishment Division was tasked with providing detailed information on these shares within two weeks.

Additionally, the committee scrutinized the composition of the Boards of Directors of oil and gas companies. Concerns were raised about the nomination process for provincial representatives, and the Petroleum Division was directed to engage in meaningful consultations with provincial governments.

The sub-committee reaffirmed its dedication to upholding constitutional provisions for equitable representation and strengthening federal-provincial relations.
