Senate Committee on Power Discusses Electricity Theft Recovery, “Zero Theft Zero Load Shedding” Model and ACSR Project Concerns

Islamabad, 17 Oct 2023:The Senate of Pakistan disclosed that its Standing Committee on Power convened today at the Old PIPs Hall Parliament Lodges in Islamabad, presided by Senator Saifullah Abro. The meeting broached various significant topics, including the commendable recovery efforts of Rs. 25 billion by the Ministry of Energy (Power Division) related to electricity theft and unauthorized connections.

Senator Bahramand Khan Tangi highlighted the Ministry’s achievements but was quick to point out lingering gaps that need attention. He stressed on bolstering the strategy against direct electricity connections, especially with increased cooperation with local police. Despite the significant recovery rates, Tangi raised concerns about persistent load shedding in district Tangi. In response, the Power Division shed light on their unified campaign to curb electricity theft, emphasizing the enactment of a new ordinance to strengthen the legal framework. The “zero theft zero load shedding” model from Mardan was also introduced, with an invitation to the Committee members for its inauguration.

However, the meeting’s tone shifted when discussing the ADB project ACSR Bunting Conductor LoT -II A. Displeasure was evident as Senator Abro recalled the committee’s previous recommendation for NESPAK to disclose all project-related correspondence with NTDC and ADB. The revelation of a 2017 fire incident destroying all EDB files raised eyebrows, prompting the committee to advise the Power Division to initiate an inquiry helmed by an officer of DS level or above. NESPAK was also directed to reevaluate the project’s tender process within a fortnight.

Further contention arose regarding the Senate’s recommendation to procure the audio recording from the Procurement Committee, NTDC about the 765kV transmission line project from Dasu Hydro Power Station to Islamabad. With the Chairman of the Board NTDC resigning, obtaining the recording became problematic. A report by the Board, NTDC was introduced, which acknowledged minor issues but deemed them insufficient to label the entire tendering process flawed. This report, coupled with perceived disrespectful language towards the Senate Committee by BoD, NTDC members, led to unanimous agreement that the Committee’s privileges were violated. Consequently, the issue will be raised with the Hon. Chairman Senate for further deliberation. A subsequent meeting will also see the Board, NTDC explain its stance on the report and its seeming neglect of the Committee’s instructions.
