Islamabad, October 14, 2022 (PPI-OT):The Inter-Parliamentary Union (IPU) Assembly weighed in favour of the resolution on “Condemnation of the invasion of Ukraine and of the subsequent annexation of territories in defense of the territorial integrity of all States”, while Pakistan’s resolution titled “Creating a Global Fund/Financing facility for climate Vulnerable Countries to Address Loss and Damage Associated with Climate Change” remained a close call as an emergency item for the 145th IPU Assembly, being held in Kigali, Rwanda from October 11-15,2022.
As per the voting results, the resolution on the Ukraine issue received 717 positive votes and 119 negative votes out of 836 casted votes. However, the climate fund resolution secured 645 votes in its favour while 433 were against it out of a total of 1078 votes. Among other countries, India also voted in favour of the proposal tabled by Pakistan’s parliamentary delegation, as reported.
The IPU Rule 11.1 stipulates that any Member of the IPU may request the inclusion of an emergency item in the Assembly agenda. A request for the inclusion of an emergency item must relate to a recent major situation of international concern on which urgent action by the international community is required and on which it is appropriate for the IPU to express its opinion and mobilize a parliamentary response. Such a request must receive a two-thirds majority of the votes cast in order to be accepted.
The National Assembly Speaker Raja Pervaiz Ashraf thanked the Parliaments’ voted in favour of the proposal for the creation of a global climate fund. Also, lauded tireless efforts extended by both Houses of Parliament to sensitize the world about the dystopia climate fallout in developing countries like Pakistan.
He added that “though Pakistan’s proposal remained the second most critical matter for inclusion as an emergency item in the IPU Assembly, the number of votes in favour of the resolution reflects the attention flood-hit Pakistan is receiving in the international arena. Developed countries cannot sit and wait for further climate-induced devastation in climate-vulnerable countries.
They need to act today, as there may be no tomorrow for many of us, if the status quo is maintained”, said Ashraf. He underscored the importance of collective efforts to tackle climate change. No country rather big or small, developed or underdeveloped can cope alone with the calamitous effects of climate change. “It is a global problem and requires a global solution without further delay”, he remarked.
