ISLAMABAD: In a bid to enhance fiscal discipline and operational efficiency, the Pakistan Institute for Parliamentary Services (PIPS) has instituted a series of new measures that focus on responsible utilization of public resources. These initiatives, directed by the Chairman Senate and President PIPS Board of Governors, align with the practices already adopted by the Senate and National Assembly Secretariats.
According to Senate of Pakistan, the new measures include a shift to a four-day working week from Monday to Thursday and the introduction of a hybrid working model. This model allows 50% of the staff to work remotely on a rotational basis while ensuring continual access through digital communication platforms. Staff may be called to the office on short notice when needed, ensuring seamless operations.
The Institute has also committed to significant energy conservation efforts, targeting a reduction in energy consumption by up to 70%. This will be achieved by minimizing unnecessary electricity use and scheduling meetings, trainings, and events during daylight hours. Additionally, foreign tours have been banned, and international meetings are now conducted virtually.
In the area of transportation, PIPS has grounded 70% of official vehicles to curtail expenditure. The Institute is also implementing a 20% reduction in the non-ERE budget for the fourth quarter of the current financial year. Officers with a monthly salary of PKR 300,000 or more will surrender two days’ salary, or between 5% and 30% of their gross salary, in line with Federal Government directives.
Furthermore, PIPS has ceased all non-essential procurements immediately. Official functions, such as dinners and receptions, will be limited to visiting foreign delegations and will adhere strictly to austerity protocols.
Under the guidance of the President of PIPS Board of Governors, Syed Yousaf Raza Gilani, these measures have been implemented with immediate effect and will remain in place until further notice. The Institute remains dedicated to its core mission of parliamentary support, capacity building, and research while contributing to national austerity and sustainability objectives.
