Pakistan Extends Validity of Refugee Status Amid Declining Arrests and Deportations

Islamabad: In response to growing concerns over the treatment of Afghan refugees in Pakistan, the government has extended the validity of Proof of Registration (PoR) cards until June 2025, amidst a noticeable decline in the arrest and deportation of Afghan nationals. This policy shift comes following the Ministry of Interior’s enforcement of the “Illegal Foreigners’ Repatriation Plan” since September 2023.

According to The UN Refugee Agency, this extension aims to enhance the protection environment for Afghan nationals residing in Pakistan, particularly those holding PoR and Afghan Citizen Card (ACC) statuses. Reports indicate a significant decrease in detentions and deportations after reaching their peak in late 2023. Additionally, the UN agencies noted a 55% reduction in the arrest and detention rates from mid to late July 2024, predominantly affecting ACC holders and undocumented Afghans who constitute three-quarters of these incidents.

The most arrests and detentions have been reported in Balochistan, with Chagai, Pishin, and Karachi districts topping the list since the start of 2024. The situation remains critical as the agencies continue to monitor the movements and treatment of Afghan nationals at key border crossings like Torkham and Chaman.
