Pakistan Customs Embarks on Major Transformation with World Bank Support

Islamabad, Pakistan Customs has marked a significant milestone in its transformation project, funded by the World Bank, aimed at enhancing its operational efficiencies and integrating modern technologies. This initiative, which began implementation in December 2023, focuses on business process mapping of core customs functions.

According to Federal Board of Revenue, the project involves collaboration with international experts from KGH and Maersk, renowned for their expertise in customs reforms and logistics. The initiative has so far established 16 working groups to oversee various aspects of customs operations.

Since 2005, Pakistan Customs has digitalized its operations through the WeBOC system, which handles over 45% of the FBR’s annual revenue and supports the national trade policy by facilitating paperless transactions for imports, exports, and transit trades. The Pakistan Single Window initiative has further advanced the digitalization of trade processes, placing Pakistan ahead of many developed nations in customs simplification.

The next phase of the project will benchmark and redesign all mapped processes to align with international standards set by organizations such as the WTO, WCO, and UN. This comprehensive overhaul is expected to enhance risk management, post-clearance audit capabilities, and the use of cutting-edge technologies like AI and blockchain.

The transformation project is set to replace the aging WeBOC system with a new, more robust digital management system developed by the Pakistan Single Window Company, aiming to boost compliance and ease of doing business.
