NCSW Initiates Second Round of Consultations on National Framework to End Child Marriage in Gilgit

Islamabad, Ms. Nilofar Bakhtiar, Chairperson of the National Commission on the Status of Women (NCSW), commenced the second round of consultations focused on crafting a National Framework to End Child Marriage. The initial session of this phase was held in Gilgit Baltistan (GB). Previously, from October 11-12, 2023, NCSW, in collaboration with UNFPA, UNICEF, and UN-Women, organized a National Consultation on Child Marriage. This assembly consisted of a wide array of experts, advocates, policymakers, and representatives from federal, provincial departments, and civil society organizations. These stakeholders participated in discussions on a draft framework aimed at addressing child marriage challenges in Pakistan. Input was gathered and integrated into the framework, leading to an action plan tailored to the unique needs of different provinces. The consultation in Gilgit sought to further refine this plan and to develop actionable measures to mitigate child marriage in society.

According to a news release by Press Information Department, The session witnessed participation from key figures such as Minister Women Development GB, Ms. Dilshad Bano; Minister Information Technology GB, Ms. Surriya Zaman; Secretary Women Development GB, Mr. Fida Hussain, and representatives from the Office of the Chief Secretary GB, UNICEF, UNDP, and UN-Women. The Chief Guest for the event was Mr. Nazir Ahmad, Speaker GB Legislative Assembly.

In her opening address, Ms. Nilofar Bakhtiar emphasized NCSW’s proactive role in revising and enhancing the draft child marriage restraint bill specifically for Gilgit Baltistan. This revision is a collaborative effort, involving civil society, government sectors, educational bodies, and religious scholars. A significant aspect of this legislation is its alignment with Islamic teachings, ensuring basic health provisions and rights for young girls. The bill will undergo a comprehensive review by the Council of Islamic Ideology before being presented to the legislative assembly. Addressing the broader scope of women’s empowerment, Ms. Bakhtiar shared NCSW’s ambition to establish community-based Women’s Digital Resource Centers in association with UN agencies and donors. These centers aim to facilitate women in marketing their products effectively. Emphasizing the value of education, she remarked on its potential in safeguarding young girls from exploitation.

On the occasion, Minister for Women Development GB, Ms. Dilshad Bano, expressed gratitude towards the NCSW chairperson for her efforts in introducing pro-women legislation in GB. She also appreciated the collaborative spirit of GB Assembly members and government officials for their commitment to the cause. Sharing departmental achievements, Mr. Fida Hussain, Secretary Women Development, highlighted the initiatives taken to bolster women’s empowerment in GB, including skill development programs in various trades.
