Islamabad, October 05, 2021 (PPI-OT): A meeting of the National Assembly Standing Committee on Rules of Procedure and Privileges was held today at 2:00 p.m. in the Constitution Room, Parliament House, Islamabad under the Chairmanship of Rana Muhammad Qasim Noon, MNA.
The Committee confirmed the minutes of its previous meeting held on 22-9-2021; The Comprehensive report/Implementation status of the previous recommendations of the Committee was placed before the Committee.
The Question of Privilege raised by Mr. Ali Nawaz Shah, MNA regarding Mr. Ali Mangi, Secretary Education, Sindh, Mr. Zahid Memon, Deputy Commissioner, Mir Pur Khas and Mr. Shafiq, Chief Municipal Officer, Mir Pur Khas and SP, Mirpur Khas, the Committee directed that Chief Secretary, Govt of Sindh, Karachi and Secretary, Health Department Govt of Sindh, should attend the next meeting of the Committee in person. The Committee pended the Question of Privilege till its next meeting.
The Question of Privilege raised by Rana Muhammad Qasim Noon, MNA regarding baseless and fabricated story concocted against the prestige of him for defamation amongst the public through media in his absence Mr. Tahir Ahmed Khan, Chief MEPCO, Multan, Mr. Umar Lodhi, Superintendent Engineer, Mr. Shahzad Rahi, XEN Shujabad Division, Raja Arif, SDO, Shujabad, Mr. Muhammad Mubashir, Line Superintendent, Mr. Muhammad Qamar, Assistant Lineman and Mr. Muhammad Khalid, LD against the Hon. Member; the Committee pended the Question of Privilege till its next meeting with the direction that the show cause issued to Mr. Mubashir and Mr. Qamar should be withdrawn by MEPCO and the action should be taken against the remaining persons with a report to the Committee within one month. The Committee also directed that Mr. Imran Lodhi and Mr. Umair Lodhi should be posted out of District, Multan.
The Question of Privilege raised by Mr. Ramesh Lal and other MNAs against allegedly not attending the telephone calls of the Hon. Member by Mr. Kazim Jatoi, Secretary, Health Department, Government of Sindh; as the Hon. Mover did not attend the meeting, therefore the Committee pended the Question of Privilege till its next meeting.
The Question of Privilege raised by Chaudhry Faqir Ahmed, MNA against Mr. Saeed Ahmed Dhudi, SDO, Irrigation Burewala for allegedly lodging a false FIR No. 282/20 in Police Station Sheikh Fazal, Tehsil Burewala, District Vihari against the Hon.
Member; the Committee directed that the Corona Report of Mr. Ehsan Ullah Chuhan should be presented before the Committee in the next meeting. The Committee directed that Secretary, Irrigation Department, Govt of Punjab, Lahore, should attend the next meeting of the Committee in person.
The Committee also directed the action should be taken as per law against those who have tempered the record. The Committee pended the Question of Privilege till its next meeting. The Committee pended the Question of Privilege till its next meeting.
The Question of Privilege raised by Chaudhry Faqir Ahmed, MNA against Rana Aurangzaib Khan, Assistant Commissioner, District Burewala (now posted at Depalpur, District Okara) for allowing the encroachment on Government Land by constructing the shops near children park, M. Block, Burewala without approval of competent Authority and non-providing the relevant record to the Hon. Member on the several requests; after hearing the reply from the representatives from Punjab Govt, the Committee disposed of the Question of Privilege.
The Question of Privilege raised by Mr. Murtaza Javed Abbasi, MNA regarding allegedly not responding to his telephone calls by Inspector General of Police, Punjab, and Mr. Sajid Kiyani, Deputy Inspector General (DIG), Operation, Lahore and non-cooperation of Mr. Mobeen Wattoo, SP concerned, Mr. Imran, SHO and Mr. Mubashir Awan, Sub-Inspector, Police Station Islampura, Lahore; after hearing the reply from Punjab Police, the Committee disposed of the Question of Privilege with the direction that the issues of the Hon. Mover should be resolved.
The Question of Privilege raised by Mr. Faheem Khan, MNA regarding allegedly non-attending the telephone call of the Hon. MNA by Managing Director, Water Board, Karachi; the Committee directed the M.D Water Board to resolve the issues/ grievances of the Hon. Mover and to discharge the FIRs in this regard. The Committee also directed the M.D Water Board to have a joint meeting with the Hon. Members of Karachi and resolve their issues. The Committee disposed of the Question of Privilege.
The Question of Privilege moved by Mr. Ehsan-ur-Rehman Mazari, MNA regarding allegedly not attending the telephone calls of the Hon. Member by Deputy Commissioner and Mr. Zeeshan Ranjha, Assistant Commissioner, Lahore; the Committee disposed of the Question of Privilege.
The Question of Privilege raised by Mr. Ehsan-ur-Rehman Mazari, MNA regarding allegedly not responding to the telephone calls by Mr. Nisar Ahmed Garhi, XEN, SEPCO, District Kashmore and Mr. Rajinder Kumar, SDO, SEPCO, Tehsil Kashmore at Kandh Kot; the Committee disposed of the Question of Privilege.
The Question of Privilege moved by Mr. Muhammad Iqbal Khan, MNA/Parliamentary Secretary against Secretary Health, Khyber Pakhtunkhwa, District Health Officer, District Khyber and Mr. Jehangir Afridi, Medical Superintendent, Dogra Hospital, Khyber Pakhtunkhwa for non-finishing the protest of the administration of Dogra Hospital and not attending the telephone calls of the Hon.
Parliamentary Secretary by the Medical Superintendent, the Committee directed that Mr. Amir Gul, Medical Officer should be transferred as he is misbehaving with the Hon. Mover through social media. The Committee also directed that Secretary, Health Department, KPK should resolve the issues of the Hon. Mover and report to the Committee within one month. The Committee pended the Question of Privilege till its next meeting.
The Question of Privilege raised by Mr. Sher Akbar Khan, MNA against allegedly not attending the telephone calls of the Hon. Member by District Police Officer (DPO), Buner; the Committee disposed of the Question of Privilege.
The Question of Privilege raised by Mr. Abdul Shakoor Shad, MNA regarding misbehaviour of Mr. Amir Farooqui, Director, Federal Investigation Agency (FIA), Karachi with the Hon. Member over the telephone, as the Hon. Mover could not attend the meeting, therefore, the Committee pended the Question of Privilege till its next meeting.
Issues of Honourable Members with Zarai Taraqqiati Bank, Limited (ZTBL), Islamabad; the Committee disposed of the issues.
Issues of Hon. Members with Pakistan Petroleum Limited (PPL); the Committee pended the issue till its next meeting with the direction that the CEO/MD should brief the Committee on the issues of Social Welfare of Community Development. The Committee directed that the issues of the Hon. Members from Balochistan should be resolved. The Committee pended the issue till its next meeting.
Issues of Hon. Members with Pakistan International Airlines Limited (PIA); the Committee pended the issue till its next meeting. The Committee also directed that Secretary, M/o Finance should attend the next meeting of the Committee on the issue of extension of travel vouchers of the Hon. Members. The Committee also directed that the issues of re-validation and code-sharing of the Hon. Members should be resolved by PIA. The Committee pended the issue till its next meeting.
Lord Wajid, Khan, Shadow Environmental Minister, House of Lords, United Kingdom (U.D) also attended the meeting as Special Invitee. The Committee paid its thanks for his visit to the Committee.
