Islamabad, May 03, 2023 (PPI-OT): NATIONAL ASSEMBLY STANDING COMMITTEE ON RULES OF PROCEDURE AND PRIVILEGES MEETS TODAY, Islamabad, and the 3rd May, 2023: A meeting of the National Assembly Standing Committee on Rules of Procedure and Privileges was held today at 2:00 p.m. in the Constitution Room, Parliament House, Islamabad under the Chairmanship of Rana Muhammad Qasim Noon, MNA.
On the Question of Privilege raised by Mr. Nawab Sher, MNA regarding not-responding to the telephone calls of the Hon. Member by Mr. Shaukat Masih Bhatti, Assistant Commissioner, Tehsil Jaranwala, and District Faisalabad; the Committee disposed of the Question of Privilege.
On the Question of Privilege raised by Makhdoom Syed Sami ul Hassan Gillani, MNA regarding alleged non-update the Hon. Member by XEN, Public Health Department, Bahawalpur regarding Provincial Fund for the year 2021-2022 and not responding to the telephone calls; the Committee pended the Question of Privilege with the direction that the issue of the Hon. Mover should be resolved and its report should be given to the Committee in the next meeting of the Committee.
On the Question of Privilege raised by Makhdoom Syed Sami-ul-Hassan Gillani, MNA regarding un-professional and derogatory conduct of Deputy Commissioner, Bahawalpur, Deputy Director, Food, Bahawalpur, Assistant Commissioner, Ahmedpur Sharqia (East) and Mr. Asif Khan, Inspector, Food, Uch Sharif, Tehsil Ape, District Bahawalpur, the Committee directed that Mr. Asif Khan, Inspector Food should immediately be transferred from his present posting and an inquiry should be initiated against him.
The Committee also directed to constitute Vigilance Committees at Provincial Level to take actions against the culprits. Different factories should be inspected by those Vigilance Teams and the concerned D.Cs and A.Cs and the concerned Directors and Deputy Directors should be taken into confidence/ on board in this regard. The Committee pended pended the Question of Privilege till its next meeting.
On the Question of Privilege raised by Syed Imran Ahmed Shah, MNA regarding misbehaviour of Mian Imran Khursheed, Assistant Director and Mr. Muhammad Ikram, Assistant Supervisor, NADRA Sahiwal with the Hon. Member; the Committee disposed of the Question of Privilege.
On the Question of Privilege raised by Syed Imran Ahmed Shah, MNA regarding not-responding to the telephone calls of the Hon. Member by Chaudhary Saeed, CEO, Education, Sahiwal; the Committee disposed of the Question of Privilege.
On the Question of Privilege raised by Mr. Raza Rabbani Khar, MNA regarding not responding to the telephone calls of the Hon. Member by Mr. Muhammad Hussain Gashkori, Deputy Director, Wildlife Department, Dera Ghazi Khan, South Punjab; the Committee directed the Secretary, Forestry, Wildlife and Fisheries Department, Punjab, Lahore/South Punjab, Bahawalpur/Multan should transfer Mr. Muhammad Hussain Gashkori, Deputy Director his present posting and should be made as Officer on Special Duty (OSD) and an inquiry should be initiated against him with a report to the Committee within fifteen days. The Committee also directed that the illegal constructions should be demolished. The Committee also directed that the same actions should also be initiated against all concerned by Deputy Commissioner, Muzaffar Garh. The Committee pended the Question of Privilege till its next meeting.
On the Question of Privilege referred by the Hon. Speaker under Rule 101 of the Rules of Procedure regarding arrest of Chaudhry Muhammad Ashraf, MNA (NA-148), on 27-12-2022 in the case of FIR No. 18/2022 dated 14-12-2022 under section 419, 420, 466, 468, 471 PPC read with section 5 (2) of the Prevention of Corruption Act, 1947, Police Station, Directorate General of Anti-Corruption Establishment Headquarter, Punjab, Lahore, vide their intimation letter dated 27-12-2022.
Under rule 103 of the said Rules, the approval of the Hon. Speaker is required before arrest of a Member; however in this case prior approval of the Speaker has not been obtained and the Question of Privilege regarding arrest of Chaudhry Muhammad Ashraf, MNA (NA-148) by the Anti-Corruption Establishment Headquarter, Punjab, Punjab Lahore without prior approval of the Hon. Speaker under Rule 103 of the Rules of Procedure and Conduct of Business in the National Assembly, 2007; the Committee pended the Question of Privilege till its next meeting with the direction that Mr. Anwar Shah, Mr. Abdul Qayyum, Mian Munir and Mr. Saifullah Watto should be suspended and Inquiry should be initiated against them.
The Committee also directed that Chief Secretary, Govt of Punjab and Secretary, Services and General Administration, Punjab Lahore should attend the next meeting of the Committee in person. The Committee exempted the Punjab Police Department from attending the next meeting of the Committee.
The Committee also directed that Chairman, Anti-corruption, Establishment, Punjab should attend the next meeting of the Committee in person. The Committee also expressed its displeasure on the illegal detainment of the Hon. Member of the National Assembly without intimation to the Hon. Speaker of the National Assembly.
The Committee directed that all reports in this regard should be submitted to the Committee within one month. On the Question of Privilege raised by Sardar Muhammad Irfan Dogar, MNA regarding registration of false FIR No. 57/23 in Police Station Saddar, Farooqabad, by Mr .Naveed Irshad, Ex-DPO, Sheikhupura against the Hon. MNA; the Committee disposed of the Question of Privilege.
On the Question of Privilege raised by Sardar Riaz Mehmood Khan Mazari, MNA against DPO, Rajanpur, DIG, Dera Ghazi Khan, RPO, Dera Ghazi Khan, DPO, Rahim Yar Khan, RPO, Bahawalpur, Addl. I.G (South Punjab), Chief Secretary Punjab, Additional Chief Secretary, Punjab (Home Department) and I.G.P Punjab, Lahore, regarding not handling the deteriorated law and order situation in District Rajanpur and District Rahim Yar Khan; the Committee pended the Question of Privilege till its next meeting.
On the Briefing/Presentation on overall performance / functions / deliverance of the Departments of South Punjab by Additional Chief Secretary, South Punjab, Secretary, Department of Education, South Punjab, CEO, Education, Multan, Secretary, Higher Education Department, South Punjab, Higher Education Commission, Punjab, Lahore, Director Colleges, Multan, Commissioner, Multan, Deputy Commissioner and present and Additional Deputy Commissioner, Revenue, (ADCR), Multan, the Committee disposed of the issues related to different Department of South Punjab under Addl. Secretary, South Punjab and pended the issues related to ADCR, Multan and directed the ADCR, Multan to give report to the Committee on the issues related to them within fifteen days.
On the briefing on Law and Order situation in District Multan, the Committee disposed of the matter.
On the Issues of Hon. Committee Members with Vice Chancellor Muhammad Nawaz Shareef Agriculture University, Multan; the Committee pended the issues till its next meeting.
On the Issues of Hon. Members with Vice Chancellor Bahauddin Zakariya University, Multan, the Committee disposed of the issues.
On the Issues of Hon. Members with (OGDCL); the Committee pended the issues till tomorrow with the direction that Secretary, M/o Energy (Petroleum Division), Chairman, OGDCL, MD, OGDCL, ED, Production, OGDCL, ED, Services, OGDCL, CFO, OGDCL, ED, HR, should attend the meeting of the Committee tomorrow, in person.
Any other item with permission of the Chair, the Committee, decided that Ms. Saira Banu, MNA should be invited in the meeting of the Committee scheduled to be held tomorrow dated 4-5-2023.
