National Assembly Standing Committee on Rules of Procedure and Privileges meets

Islamabad, August 16, 2022 (PPI-OT): A meeting of the National Assembly Standing Committee on Rules of Procedure and Privileges was held today at 2:00 p.m. in the Constitution Room, Parliament House, Islamabad under the Chairmanship of Rana Muhammad Qasim Noon, MNA.

1. The Committee confirmed the minutes of its previous meeting held on 6-7-2022;

2. The Comprehensive report/Implementation status of the previous recommendations of the Committee was placed before the Committee.

3. On the Question of Privilege raised by Mr. Zahid Akram Durrani, MNA / Deputy Speaker regarding not attending the telephone calls of the Hon. Member by Mr. Zubair Niazi, Deputy Commissioner, Bannu, Khyber Pakhtunkhwa; the Committee pended the Question of Privilege till its next meeting.

4. On the Question of Privilege raised by Sahibzada Muhammad Mehboob Sultan, and Mr. Muhammad Ameer Sultan, MNAs regarding alleged non-cooperation of Ex.DPO, District Jhang with the MNAs on telephone; the Committee directed that ex. DPO Jhang should attend the next meeting of the Committee in person.

The Committee also directed that the Establishment Division should take necessary action against the Ex.DPO Jhang as per E and D Rules and report to the Committee in its next meeting. The Committee pended the Question of Privilege till its next meeting.

5. On the Question of Privilege raised by Mr. Aftab Hussain Siddiqui, MNA regarding uncalled-for attitude by Mr. Saleem H. Wattoo, Chief Executive Officer Cantonment Board Clifton with the Hon. Member and the deterioration of civic services in DHA, Karachi; the Committee disposed of the Question of Privilege.

6. On the Question of Privilege raised by Mr. Aftab Hussain Siddiqui, MNA regarding not-responding to the phone calls of the Hon. Member by Mr. Asadullah Sheikh, Managing Director (M.D), Karachi Water and Sewerage Board, Karachi regarding water and sewerage of his Constituency NA-247; the Committee disposed of the Question of Privilege.

7. On the Question of Privilege raised by Mr. Muhammad Aslam Bhootani, MNA regarding allegedly holding him at Band Murad near Hamdard University, Karachi on 4th January, 2021 by the officials of Sindh Rangers during his travel from Lasbela, Balochistan to Karachi; the Committee disposed of the Question of Privilege.

8. On the Question of Privilege raised by Mr. Muhammad Aslam Khan, MNA regarding non-addressal of the issues raised by the Hon. Member relating to his security, illegal buildings and encroachments by the Chief Secretary, Government of Sindh, Karachi; the Committee disposed of the Question of Privilege.

9. On the Question of Privilege raised by Choudhary Faqir Ahmad, MNA against Mr. Saeed Ahmed Dhudi, SDO, Irrigation Burewala for allegedly lodging a false FIR No. 281/20 in Police Station Sheikh Fazal, Tehsil Burewala, District Vihari against the Hon. Member; the Committee disposed of the Question of Privilege.

10. On the Question of Privilege raised by Choudhary Faqir Ahmad, MNA regarding not-responding the telephone calls of the Hon. Member by Secretary, M/o Religious Affairs and Inter Faith Harmony and misbehaviour of Mr. Balqias, Private Secretary to the Secretary, of the aforesaid Ministry with the Hon. Member, the Committee pended the Question of Privilege till its next meeting with the direction that Mr.Balqias, P.S should immediately be transferred from his post and an inquiry should be initiated against him on the issued raised by the Hon. Mover and report to the Committee within fifteen days.

11. On the Question of Privilege raised by Mr. Sajid Khan, MNA against non-implementation on the recommendations of the Standing Committee on States and Frontier Regions (SAFRON) regarding allocation of 265 seats in Medical and Dental Colleges for the students of FATA and Balochistan under PSDP Project by the Chairman, Higher Education Commission and President, Pakistan Medical Commission; the Committee disposed of the Question of Privilege.

12. On the Question of Privilege raised by Mr. Muhammad Sajjad, MNA regarding in-action of SHO, Thana City Mansehra, SP Operations Mansehra, DPO, Mansehra and I.G, KPK on his application regarding gross mutilation of property by the land mafias; the Committee pended the Question of Privilege till its next meeting with the direction that now onward, the Police should be exempted from this Question of Privilege. The Committee directed that D.C Mansehra should send the Notice to both the Parties and for the resolution of the issue and report to the Committee within fifteen days.

13. On the Question of Privilege raised by Mr. Riaz Fatyana and other MNAs regarding baseless news to defame the Hon. Members’ reputation on ARY News; the Committee disposed of the Question of Privilege.

14. On the Question of Privilege raised by Ch. Shoukat Ali Bhatti, MNA against allegedly not attending the telephone call of the Hon. Member by Sahibzada Naveed Jan, Director General, NADRA Sargodha and Mr. Faisal Javad, Assistant Director, NADRA Zone, Chiniot and non-allowing the NRC for Vanekay Tarar despite approval for the last six months; the Committee disposed of the Question of Privilege.

15. On the Question of Privilege raised by Ch. Shaukat Ali Bhatti and other MNAs regarding allegedly misbehaviour and not attending the telephone calls of Hon. Members by Mr. Khalid Javed, Director General, Postal Services, Islamabad, the Committee disposed of the Question of Privilege, disposed of the Question of Privilege.

16. On the Question of Privilege raised by Dr. Shazia Sobia Aslam Soomro, MNA regarding allegedly not refurbishment of her Lodge No. G-401, Parliamentary Lodges, Islamabad by the Chairman, Member, Engineering, Director, Lodges and Assistant Director, Lodges, Capital Development Authority (CDA), Islamabad, the Committee constituted a Sub-Committee under the Convenership of Mr. Muhammad Junaid Anwar Chaudhary, MNA with the same composition of earlier constituted Sub-Committee. The Committee also directed that this Sub-Committee would start its function after the completion of Report of earlier Sub-Committee to resolve the issues of the Hon. Mover and other Hon. Members pertaining to their residences in Parliament Lodges.

17. On the Question of Privilege raised by Dr. Shazia Sobia Aslam Soomro, MNA regarding allegedly misbehaviour with the Hon. Member by Ms. Fouzia Mushtaq, Secretary/Deputy Registrar (PNC), Mr. Farid ullah, Deputy Director, KP/Ex-Officio Member, Mr. Asif Khattak, (PNC), Islamabad, in meeting of Pakistan Nursing Council (PNC) held on 14th July, 2022 and leaving the meeting by D.G, Health Islamabad and not sending her representative for the said meeting as per her promise, the Committee disposed of the Question of Privilege subject to satisfaction of the Hon. Mover. The Committee also directed that an inquiry should also be conducted on the matters/points raised by the Hon. Mover.

18. On the Question of Privilege raised by Rana Shamim Ahmed Khan, MNA regarding not properly spending the amount given by him on the projects of his constituency by SNGPL; the Committee pended the Question of Privilege till its next meeting. The Committee also directed that Secretary, M/o Energy (Petroleum Division) should resolve the issues of the Hon. Mover.

19. On the issues of Hon. Members of the Committee with Sui Northern Gas Pipelines Limited (SNGPL); the Committee recommended that the regular connections should be installed by SNGPL, the Committee disposed of the matter.

20. On the issues of Hon. Members of the Committee with Oil and Gas Development Company Limited (OGDCL); the Committee directed the OGDCL to resolve the issues of Nawabzada Shah Zain Bugti, MNA/Minister. The Committee pended the issues till its next meeting.

21. On the issues of Hon. Members of the Committee with National Electric Power Regulatory Authority (NEPRA); the Committee disposed of the matter.

22. On the issues of Hon. Members of the Committee with Pakistan State Oil (PSO); the Committee disposed of the matter subject to the satisfaction of our Hon. MNAs.

23. On the issues of Hon. Members of the Committee with Pak-Arab Refinery Limited (PARCO); the Committee disposed of the matters.

24. On the issues of Hon. Members of the Committee with Pakistan Petroleum Limited (PPL); the Committee disposed of the matter subject to the satisfaction of Nawabzada Shah Zain Bugti, MNA/Minister and regarding CSR System for District Multan with a report to the Committee within fifteen days.

25. On any other items, the Committee decided to have an in-camera meeting of the Committee to discuss Articles 66 and 69 of the Constitution of the Islamic Republic of Pakistan, 1973. The Committee also directed that Chairman, National Highways Authority (NHA) should be called in the next meeting of the Committee on the issues of Hon.Members of the Committee.

26. The meeting was attended by Rana Muhammad Qasim Noon, Rana Muhammad Qasim Noon, Mr. Usama Qadri, Mr. Nawab Sher, Makhdoom Syed Sami-ul-Hassan Gillani, Mr. Ahmed Hussain Deharr, Sardar Riaz Mahmood Khan Mazari, Mr. Muhammad Sajjad, Chaudhry Armaghan Subhani, Mr. Azhar Qayyum Nahra, Mr. Muhammad Junaid Anwar Chaudhary, MNAs/Members. The meeting was also attended by Mr. Murtaza Javed Abbasi, Minister for Parliamentary Affairs.

27. The meeting was also attended by Choudhary Faqir Ahmed, Dr. Shazia Sobia Aslam Soomro and Rana Shamim Ahmed Khan, MNAs/Movers.
