National Assembly Standing Committee on cabinet secretariat meets

Islamabad, February 23, 2022 (PPI-OT):The standing committee on Cabinet Secretariat today deferred discussion on two PSDP proposals of Cabinet Division regarding Construction of Aiwan r Sayahaat in Islamabad and block financial proposal for SDGs Achievement Programme on the absence of Minister for Defence in the capacity of Chairman SDGS Steering Committee and Mr. Azam Jamil, SAPM on Tourism in the capacity of Chairman PTDC.

The Committee had invited Minister for Defence and Special Assistant to Prime Minister to discuss both the PSDP proposals. The Committee unanimously was of the view that it cannot recommend huge financial proposals without getting proper justification from the concerned quarters. The Committee met under the chairpersonship of Ms. Kishwer Zehra, MNA in Parliament House today.

The Committee was apprised that Cabinet Division had demanded allocation under PSDP for the year 2022-23 amounting to Rs.1500 million for construction of Aiwan r Sayahaat in Islamabad and Rs. 4600 million on account of SDGs Achievement Program. The Committee viewed that the public funds should not be wasted on schemes that had not been thoroughly pondered upon.

The Committee while talking up PSDP proposals for the financial year 2022-23 in respect of Establishment Division directed for dropping construction of Holidays homes in Sandpit area, Karachi. The Committee viewed it as extravagance considering the state of the national exchequer. The committee however recommended PSDP proposals amounting to Rs. 503 million for four ongoing schemes besides Rs. 986.0425 million for twelve new schemes subject to approval by the DDWP forum to be chaired by Secretary Establishment Division.

The Committee decided to pend briefing by the Federal Public Service Commission on CSS Examination System and Civil Services Reforms by Establishment Division till its next meeting. The Committee was of the view that the examination system should be revamped to bring it in conformity with the present-day requirements.

The Committee also pended discussion on a question referred to the Committee by the House regarding the failure of the Establishment Division to employ people on the Balochistan quota. The Committee decided to hold an exclusive meeting to discuss the issue in question. The meeting was attended by Members of the Committee and senior officers from the Establishment and Cabinet Division.
