Masoodi gives “zero hour” notice on important issues

Srinagar, July 30, 2021 (PPI-OT):In Indian illegally occupied Jammu and Kashmir, National Conference member of Indian Parliament, Hasnain Masoodi, has given “Zero Hour” notice to raise issues of grave concern to the people of Jammu, Kashmir and Ladakh.

The issues relate to the plight of eighty thousand daily rated, casual, need-based workers that constitute the backbone of key departments like Power Development Department (PDD), Public Health Engineering (PHE), Forest, Wildlife, Fisheries etc.

Masoodi has stated that the workers are waiting for their regularisation for decades and are forced to live on meagre wages that also remain in arrears for months together. He has also highlighted the uncertainty faced by 172 Community information centre (CIC) operators of the Rural Development Department and demanded their regularisation at the earliest.

The NC leader has also raised the issue of manpower deficiency in healthcare institutions across IIOJK, particularly in South Kashmir. Making pointed reference to the instances of deficiencies in Hospitals at all levels, Masoodi has stated the Primary Health Centre (PHC) Kapran, Verinag, and Covid Hospital at Check Wangnoo Qazigund are without services of a single doctor. The Model Hospital Doru with CT facility available doesn’t have an expert to operate it and PHC Verinag though equipped with digital X-ray machine does not have a technician to operate it. The situation is no different elsewhere. He has demanded fast track recruitment at all levels.

Masoodi has drawn the attention of the authorities to the plight of hundreds of trained unemployed dental surgeons protesting at Jammu for months and exhorted the administration to clear the proposal for sanction of more than 500 dental surgeon vacancies so that their services strengthen the healthcare system.

It is to mention here that Zero Hour is the time when Members of Parliament (MPs) can raise Issues of Urgent Public Importance. For raising matters during the Zero Hour, MPs must give the notice before 10 am to the Speaker/ Chairman on the day of the sitting. The notice must state the subject they wish to raise in the House. However, Speaker, Lok Sabha / Chairman, Rajya Sabha may allow or decline a Member to raise a matter of importance.
